Job Description

The Senior Construction Specialist is responsible for overseeing schedules for all employees to avoid conflict with operating requirements. Overseeing training schedules for compliance with Federal, State, NYC, Counties and company requirements. Responsible for the planning and estimating of all contractor work. Coordinate construction activities between company and contractor forces.

Core Responsibilities

  • Plan and Estimate Contractor Work: Responsible for planning and estimating all contractor activities. accurately and efficiently.
  • Support Departmental Performance: Track KPIs, prepare presentations, and assist management with performance monitoring and reporting, including supervision of both union and management employees.
  • Coordinate Construction Activities: Oversee and synchronize construction work between company and contractor forces across Electric, Gas, Steam, Facilities, Remediation, and other projects.
  • Ensure Regulatory Compliance: Obtain and manage permits, address DOT issues, and ensure adherence to corporate contractor oversight systems.
  • Promote Safety and Environmental Protection: Enforce safe work practices and environmental protection in accordance with company policy and governmental regulations.
  • Foster Zero-Injury Culture: Take proactive measures to achieve zero injuries, minimize environmental/community risks, and incorporate Human Performance Improvement (HPI) tools into daily activities.
  • Maintain Accurate Records: Keep detailed computer applications records to track work progress, compliance, and performance.
  • Respond to Emergencies: Provide flexible support and respond to emergency calls as needed, 24/7, while managing multiple assignments and meeting deadlines.
  • Monitor and Review Procedures: Regularly review procedures with employees to ensure compliance, accuracy, and continuous improvement.
  • Manage Roadway Closure Procedures: Oversee Full Roadway Closure (FRC) applications, notifications, and compliance with DOT timelines, public notifications and WINS entries.
  • Enhance Efficiency and Processes: Continuously improve departmental processes for maximum productivity and cost-effectiveness.
  • Promote Teamwork and Growth: Create a vision of teamwork that encourages employee development and departmental success.
  • Ensure Compliance with Company Policies: Adhere to Equal Employment Opportunity, Code of Conduct, and other corporate policies.
  • Maintain Public Image and Customer Service: Improve field performance, facility appearance, and customer experience.
  • Perform Additional Tasks as Required: Work with minimal direction, apply HPI tools and provide flexible support for management and other assignments necessary for departmental success.

Required Education/Experience

  • High School Diploma/GED and 7 years related experience related experience includes work experience in the construction, repair and inspection of electric, Gas, Steam, facilities and remediation etc. or
  • Associate's Degree in Construction management, or Technical Field (Civil, Mechanical, Electrical, and Architecture) and 5 years related experience related experience includes work experience in the construction, repair and inspection of electric, Gas, Steam, facilities and remediation etc. or
  • Bachelor's Degree in Construction management, or Technical Field (Civil, Mechanical, Electrical, and Architecture) and 3 years related experience related experience includes work experience in the construction, repair and inspection of electric, Gas, Steam, facilities and remediation etc.

Preferred Education/Experience

  • Bachelor's Degree and 3 years related experience in the construction, repair and inspection of electric, Gas, Steam, facilities and remediation etc.

Relevant Work Experience

  • The ability to negotiate and conduct adversarial meetings, required.
  • Strong communication skills (verbal and written) as well as strong interpersonal skills, required.
  • Ability to effectively work with all levels of personnel, both inside and outside of the company, required.
  • Excellent computer skills and working knowledge of Microsoft Office applications, required.
  • Ability to management multiple projects, meet deadlines, and provide emergency response as needed, required.
  • Demonstrated knowledge of all contract administration procedures, preferred.
  • Knowledge of Specifications and procedures of contracts, preferred.

Licenses and Certifications

  • Driver's License Required

Physical Demands

  • Ability to respond to system emergencies
  • Able to work in all weather conditions, i.e. excessive heat and/or cold
  • Ability to work in adverse conditions that include, noise, confined spaces, and high elevations
  • Ability to travel to company locations to work on storm restoration and heat contingencies
  • Wear necessary Personal Protective Equipment (PPE), i.e. fire-retardant clothing and safety harnesses
  • Use personal vehicle(s), and be able to transport, store, and secure company laptops and other job-related equipment in vehicle. Acknowledge that reimbursement for use of personal vehicle is available through the company mileage procedure

Additional Physical Demands

  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
