Position Description

The mission of the Anoka County Facilities Management and Construction department is to provide a safe, clean, comfortable, well-maintained environment at the highest standard of excellence for the citizens and employees of Anoka County. The department is seeking a Senior Construction Project Manager to join our team. This role provides expert leadership for Anoka County construction projects, including developing time and resource estimates, monitoring project status, and ensuring critical path and milestone deadlines are met.

The Senior Construction Project Manager is responsible for full‑cycle construction project management and serves as a primary point of coordination with internal teams, external partners, and vendors. This position develops project plans and contingencies, manages schedules, selects and oversees vendors, and provides clear direction to ensure high‑quality project outcomes and exceptional customer satisfaction.

This is a full-time, exempt, on-site position. Interviews will take place the week of October 18th, 2026, for those selected to move forward in the hiring process.

Work Location

• This position will work at the Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN 55303 with occasional travel to other Anoka County locations as business needs require.
• Expected work hours are Monday – Friday 8:00 a.m. – 4:30 p.m.

Job Duties and Responsibilities

These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Senior Construction Project Manager.

• Serve as the project expert for construction projects across Anoka County, ensuring that project objectives are delivered on time, within budget, and with a high level of quality and customer satisfaction.
• Provide direction on project management processes and methodologies for goal achievement.
• Track daily progress of construction projects through milestones, budgetary guidelines, and/or other performance indicators.
• Develop customized reporting, analysis tools, models, data gathering systems, documentation procedures, and quality performance standards as needed to complete construction projects.
• Ensure accuracy in reports, standards, schedules, and contracts in support of Anoka County projects.
• Identify and implement solutions to customer and vendor needs to ensure smooth delivery of projects. Interface with internal and external project stakeholders affected by and contributing to the projects.
• Liaise and coordinate with other departments to achieve and meet the county’s current and future construction project objectives and provide direction and oversight for tasks and troubleshooting pertaining to assigned projects.
• Provide leadership, coaching, and/or mentoring to a subordinate group.

Qualifications and Requirements:

Minimum Knowledge, Skills, and Abilities Needed

• Requires a bachelor’s degree and at least 4 years (2,080 annual hours) of job-related experience.
• In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.
• Knowledge of building and construction codes and regulations.
• Successfully pass driver’s license background check.
• Must have valid driver's license and vehicle available for business use.

Preferred Knowledge, Skills, and Abilities Needed

• Degree in Project Management, Facilities Management, Civil Engineering, or closely related.
• Certified Construction Manager (CCM), Project Management (PM), or similar certifications.
• Ability to collaborate with internal and external stakeholders.
• Strong verbal and written communication skills.
• Strong team orientation with high initiative, excellent communication, creative problem-solving, and leadership skills.
• Ability to work under pressure and meet tight deadlines.

Physical Demands and Work Conditions

• Standard office environment, and outdoor work sites in all weather conditions depending on assignment.
• Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades and brightness.
• Hearing abilities required for general and phone communication, signals, and machine sounds.
• Ability to detect, discern, and tolerate a wide range of scents required for safety and performance of essential duties.
• Assignments require several hours of varied physical activity in addition to viewing a computer screen, sitting at a desk, or walking/standing.
• Physical activity may include repeated bending, stooping, reaching, twisting, walking on sloped or uneven terrain, and handling/carrying equipment.
• Regular lifting of 0-25 lbs., occasional lifting of up to 75 lbs.
• Equipment used includes computers, phones, and standard office equipment in addition to security technology equipment depending on assignment.
• Occasional travel to other county work sites as needed.
• Travel between work sites may require driving a county vehicle and/or a personal vehicle.
• Exposure to toxic or caustic chemicals, fumes, airborne particles, prolonged vibration from machinery, and other hazards is possible while performing essential duties.
