Parsons is seeking a highly experienced Senior Construction Manager - Roads for one of our prestigious projects in Riyadh!
The Senior Construction Manager – Roads is responsible for the overall planning, management and successful delivery of complex road construction projects from mobilization through completion. With approximately 15 years of experience, this role leads multidisciplinary site teams, ensures works are executed safely, on time and within budget, and that quality standards and contractual requirements are fully met.
Projects may include highways, arterial roads, urban streets, interchanges, bridges and associated infrastructure such as utilities, structures and roadside facilities.
Lead end‑to‑end construction delivery for road projects, including earthworks, pavement works, structures, drainage and utilities.
Translate project designs, drawings and specifications into clear construction plans, methods and sequences.
Develop and manage construction programmes, short‑term look‑ahead schedules and resource plans (manpower, equipment, materials).
Coordinate mobilisation and demobilisation activities, including site setup, access, temporary works and traffic management arrangements.
Monitor progress against schedule and budget; identify delays, constraints and issues and implement recovery or mitigation plans.
Oversee daily site activities, ensuring works are carried out in accordance with approved drawings, specifications, method statements and quality plans.
Manage earthworks (cut/fill), subgrade, sub‑base, base course and asphalt/concrete pavement construction.
Supervise construction of road structures (culverts, retaining walls, minor bridges, underpasses/overpasses) and associated infrastructure.
Ensure proper coordination of utility diversions, protection and installations within the road corridor.
Implement effective traffic management and temporary traffic arrangements during construction.
Resolve technical and construction issues on site, coordinating with design teams when necessary.
Champion a strong health, safety and environmental (HSE) culture; ensure compliance with company and regulatory HSE requirements.
Review and approve method statements, risk assessments and permits to work; ensure safe systems of work are in place and enforced.
Ensure quality control measures are implemented, including inspection and test plans (ITPs), material approvals and laboratory testing.
Conduct regular site inspections and audits for safety, quality and housekeeping; implement corrective actions where required.
Ensure compliance with project specifications, standards, codes and contractual obligations.
Support contract administration by monitoring quantities, variations, claims and changes related to road construction activities.
Provide input into cost forecasts, budgets and cash flows; support value engineering initiatives and cost optimisation.
Identify and manage project risks related to construction methods, ground conditions, interfaces, logistics and schedule.
Collaborate with commercial teams on measurement, certification and documentation required for payments and claims.
Act as main point of contact on site for construction matters, interfacing with clients, consultants, authorities and third parties.
Coordinate with design engineers, project managers, planners, procurement, logistics and subcontractors to ensure smooth execution.
Manage relationships with subcontractors and suppliers; review performance and ensure contractual requirements are met.
Attend and lead construction progress meetings; prepare and present reports on status, issues and action plans.
Ensure accurate and timely documentation of site activities, including daily reports, progress records, inspection reports and non‑conformance reports (NCRs).
Maintain as‑built records, red‑line drawings and construction documentation required for handover.
Prepare regular progress, safety and quality reports for internal management and clients.
Support handover processes, including punch list closure, defect rectification and final acceptance documentation.
Lead, mentor and develop site engineers, supervisors and construction staff, fostering a high‑performance culture.
Delegate responsibilities effectively while maintaining oversight of critical activities and interfaces.
Identify training needs and support competency development in road construction practices, safety and quality.
Promote continuous improvement and share lessons learned across projects.
Bachelor’s Degree in Civil Engineering or related discipline (or equivalent work experience).
Approximately 15 years of related construction experience, with a strong focus on road and highway projects, including at least several years in a leadership/management role.
Extensive experience in road and highway construction, including earthworks, pavement layers, structures and drainage.
Strong understanding of construction methods, sequencing and temporary works for roads and associated infrastructure.
Good knowledge of relevant standards, specifications and codes for road construction (e.g. national highway standards, pavement design and materials standards).
Solid understanding of HSE principles and statutory safety requirements; proven ability to enforce safe work practices.
Strong knowledge of quality control processes, material testing, compaction requirements and pavement performance criteria.
Ability to read and interpret engineering drawings, specifications and contract documents.
Proven skills in project planning, resource management and construction scheduling
Strong leadership and team management skills; able to direct and motivate diverse site teams.
Good commercial awareness and understanding of variations, claims and cost control.
Excellent problem‑solving, decision‑making and conflict‑resolution skills in a site environment.
Effective verbal and written communication skills, including the ability to report clearly to clients, consultants and senior management.
Strong organizational skills; able to manage multiple work fronts and priorities under time pressure.
Professional engineering registration or equivalent is preferred, where applicable.
HSE training/certifications (e.g. NEBOSH, IOSH or equivalent) are an advantage.
