TITLE: Senior Consortium Manager – Myanmar & Thailand (EiE Programme) (FOR MYANMAR NATIONAL ONLY)

CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the vetting process staff.
Save the Children International (SCI) Myanmar will lead a consortium comprising Save the Children Thailand (SCT), Plan International Myanmar (PIM), Humanity & Inclusion (HI), and Wan Lark Foundation (WLF) to implement a three-year (2026–2028) integrated Education in Emergencies programme targeting conflict-affected children in Rakhine State, Myanmar, and refugee camps along the Thailand–Myanmar border.
The project aims to sustain safe, inclusive, and equitable education for children aged 5–18 by addressing three interconnected outcomes:
1. Improved access to safe and inclusive learning opportunities
2. Enhanced quality of teaching and learning
3. Strengthened community and system-level capacity for education service delivery
In Myanmar, the programme will focus on highly conflict-affected townships in Rakhine State, supporting internally displaced and vulnerable children through Temporary Learning Centres, Non-Formal Education, and flexible learning pathways. In Thailand, SCT will lead interventions in seven refugee camps to strengthen camp-based education systems and support continuity of learning for displaced children.
The project will deliver safe, protective, and age-appropriate learning opportunities, combined with efforts to reduce barriers to access such as poverty, displacement, gender norms, and disability. Targeted support, including conditional education assistance, inclusive learning materials, and barrier-removal strategies, will help ensure equitable participation and retention, particularly for girls, children with disabilities, and other marginalized groups.
To improve learning outcomes, the consortium will invest in continuous teacher professional development, focusing on inclusive pedagogy, foundational literacy and numeracy, social and emotional learning (SEL), and classroom management. In Thailand, additional Thai-language instruction will support learners’ future transition opportunities while maintaining existing ethnic-language curricula.
Community engagement and systems strengthening are central to the programme. The project will support Safe School Improvement Plans, strengthen school governance structures (PTAs, school management teams, and camp education committees), and establish or reinforce child safeguarding, feedback, and referral mechanisms to ensure protection and accountability.
Cross-cutting approaches—including gender equality, disability inclusion, psychosocial support (MHPSS), and climate and disaster risk awareness—will be integrated throughout all activities. Referral pathways and inter-sectoral coordination will ensure that children’s diverse protection, well-being, and learning needs are addressed holistically.
Building on previous DFAT and EU-funded programmes, the consortium will leverage established partnerships, local presence, and technical expertise to deliver a coherent, inclusive, and adaptive response across both contexts, reaching over 60,000 children and caregivers and contributing to improved well-being, protection, and resilience of crisis-affected communities.
ROLE PURPOSE
The Senior Consortium Manager provides strategic leadership, governance, and oversight for a DFAT-funded, multi-country Education in Emergencies (EiE) programme in Rakhine and the Thailand–Myanmar border.
The role ensures high-quality, inclusive, and accountable programme delivery, while maintaining strong consortium coordination across the board, donor compliance, and alignment with Save the Children (SCI) standards.
The position holds dual accountability:
• Consortium Leadership: Drive for results through coordinated approach for -quality impact delivery across all partners
• SCI Programme Oversight: Acting as Budget Holder and ensuring strong financial, operational, and compliance performance

Budget Responsibilities: Approximately 3.1M to 3.7M AUD per year

Role Dimensions
• Provides strategic leadership and oversight into a multi-country consortium programme, with regular external representation and engagement
• Maintains frequent communication and coordination with consortium partners, donors, and key stakeholders as needed.
• Ensures integration of programme management, technical quality, MEAL, and operational systems across Myanmar and Thailand
Expected to travel to program areas: Frequent travel to programme locations, including regular (monthly) field visits to Rakhine and, where required, Thailand cross-border locations

KEY AREAS OF ACCOUNTABILITY
General
• Lead the Consortium Management Unit (CMU) and ensure effective governance, coordination structures, and decision-making processes
• Provide strategic direction aligned with DFAT priorities, SCI frameworks, and humanitarian standards
• Ensure strong collaboration, transparency, and accountability across consortium partners
• Oversee overall consortium management, coordination, and communication to ensure timely delivery of programme implementation
• Represent the consortium with donors, stakeholders, and any other coordination platforms
• Ensure effective governance processes, including meetings, documentation, and follow-up actions
• Ensure timely and quality programmatic and financial reporting from all partners
• Work closely with the Head of Programmes on budget management and operational oversight
Programme Delivery, Management & Quality Assurance
• Ensure delivery of programme outcomes on time, within budget, and aligned with Result Framework.
• Oversee partner implementation to ensure quality, compliance, and integration of GEDSI, safeguarding, inclusion, protection, and MHPSS approaches
• Lead adaptive management in response to risks, access constraints, and contextual changes
• Ensure strong programme planning, documentation, and alignment with SCI and donor requirements
• Monitor partner performance through regular reviews, field visits, and technical support including efficiency and effectiveness of the delivery model.
• Ensure programming is gender-sensitive and responsive to diverse needs
• Maintain and regularly update the programme risk register
Partnership Management & Localisation
• Build good relationships with the consortium agencies and local partners
• Monitor partner performance and strengthen capacity in programme quality, safeguarding, MEAL, and financial management
• Promote localization through increased leadership, ownership, and accountability of local partners
• Ensure equitable, transparent, and partnership-based approaches in programme delivery
Monitoring, Evaluation, Accountability & Learning (MEAL)
• Ensure harmonized MEAL systems across the consortium to support performance, accountability, and learning
• Ensure alignment between PRIME, partner workplans, and DFAT results framework, and oversee regular updates of key programme documents (DIPs, MEAL plans, BvAs, trackers)
• Oversee data quality, indicator tracking (IPTT), and alignment between PRIME, workplans, and DFAT frameworks
• Lead regular programme performance reviews (monthly/quarterly) to support adaptive management and decision-making
• Ensure consistent use of MEAL tools, Quality Benchmarks, and information management systems
• Strengthen accountability mechanisms, including feedback and response systems for affected populations
• Promote learning and continuous improvement, ensuring lessons are documented and applied
• Generate high-quality consolidated reports (donor report) and oversee audits, spot checks, and verification processes
• Engage Technical Department, Central MEAL, SCT, and Supply Chain for Evaluation as needed.
Financial Management, Reporting & Donor Compliance
• Serve as main Budget Holder for SCI components and oversee consortium financial performance
• Lead BvA monitoring, financial forecasting, and variance management across partners
• Ensure alignment between financial data, programme performance (IPTT/logframe), and reporting systems (e.g., PRIME, Agresso)
• Lead preparation, consolidation, and submission of high-quality donor reports (financial and narrative)
• Ensure compliance with DFAT requirements and SCI financial policies
• Provide regular financial and programme updates to senior management
Staff Management & Capacity Building
• Line-managed assigned staff with clear objectives, accountability, and performance management
• Build a collaborative, inclusive, and high-performing team culture
• Identify capacity gaps and support staff and partner development
• Ensure compliance with SCI policies (safeguarding, Code of Conduct, Health & Safety, equity and diversity)

QUALIFICATIONS:
• Bachelor's degree in education, Social Sciences, or relevant field (required)
• Postgraduate degree (desirable)
EXPERIENCE AND SKILLS
Essential:
• 6 years of professional experience in development with a minimum of 4 years’ experience in a leadership role in the implementation of education related projects
• Demonstrated experience of working with partner organizations and consortia projects.
• Technical expertise and experience in Education
• Highly developed relationship building, influencing, negotiating and inter-personal skills.
• Ability to analyze strategic trends and develop appropriate plans and responses to manage risks.
• Solid experience in implementation in complex and insecure environments.
• Proven experience in establishing information management and finance systems related to programme management.
