Stellar Solutions is seeking a Senior Configuration Management & Digital Environment Lead – Space-Based Environmental Monitoring to provide senior SETA support across the Space-Based Environmental Monitoring mission area. This role will help government program and engineering organizations establish configuration-management structures, digital environments, knowledge-management practices, standards, and repeatable processes for complex programs. The position extends beyond traditional document control by creating durable, government-owned program-management and technical workflows that improve traceability, preserve institutional knowledge, and support long-term execution.

Role/Responsibilities/Qualifications

This role combines configuration-management discipline with practical program execution, knowledge management, and digital-environment design. The successful candidate will work with government program managers, Chief Engineers, systems engineers, Integrated Product Teams, and supporting industry organizations to establish sustainable governance and authoritative program records across programs with differing maturity, acquisition approaches, and technical structures.

Key responsibilities include:

  • Serve as a senior SETA resource supporting configuration management, knowledge management, digital work environments, and program execution across Space-Based Environmental Monitoring programs.
  • Develop and implement configuration-management policies, standards, procedures, workflows, governance approaches, and consistent configuration-control practices across multiple programs.
  • Establish and maintain technical and programmatic baselines and repeatable processes for engineering changes, configuration-control boards, document review and approval, decision tracking, action management, and baseline updates.
  • Establish traceability among requirements, technical artifacts, decisions, changes, required deliverables, risks, schedules, and other authoritative program information.
  • Design, implement, and administer MS SharePoint based digital environments, including information architectures, workflows, dashboards, permissions, templates, naming conventions, metadata practices, and governance structures.
  • Transition fragmented documents, spreadsheets, email chains, and individual knowledge repositories into structured digital environments that preserve program history, technical rationale, lessons learned, and institutional knowledge.
  • Advise government organizations on tool selection, workflow design, implementation approaches, governance, and long-term sustainability with an emphasis on government ownership.
  • Support Agile transformation activities by developing processes, workflows, use cases, reporting methods, and implementation approaches appropriate for government mission organizations.
  • Facilitate Integrated Product Team coordination and align technical, programmatic, schedule, acquisition, contractor, and operational activities across distributed teams.
  • Establish and maintain processes supporting Acquisition Data Requirements List, contractor-data, and other required deliverable tracking, review, disposition, storage, and configuration control.
  • Collect, integrate, and analyze schedule and program information and develop dashboards, metrics, reports, executive-level status, and decision-support products that improve transparency.
  • Identify opportunities to simplify processes, reduce redundant administrative activity, improve collaboration, and train or mentor personnel in configuration-management, digital-workflow, Agile, and knowledge-management practices.

Required Qualifications

  • Bachelor’s degree in Systems Engineering, Engineering, Information Systems, Program Management, Business, Computer Science, or another related technical or management discipline.
  • 10+ years of relevant experience supporting Department of Defense, National Security Space, Intelligence Community, or other complex government acquisition and engineering programs.
  • Experience with configuration management, program management, systems-engineering support, knowledge management, digital collaboration environments, or technical program operations.
  • Demonstrated experience working in a SETA, government advisory, program-office, or comparable government-support role.
  • Experience establishing or administering configuration-control processes, technical baselines, engineering-change processes, document-control practices, or related program governance.
  • Experience developing and maintaining MS SharePoint environments or comparable enterprise collaboration and workflow platforms.
  • Demonstrated ability to design workflows and processes that improve traceability, information accessibility, accountability, and repeatable execution.
  • Experience supporting complex programs involving multiple government organizations, Integrated Product Teams, industry organizations, and senior program or technical leadership.
  • Experience coordinating required deliverables, technical documentation, schedules, action items, or other program information requiring structured review and control, with strong written, verbal, facilitation, and stakeholder-communication skills.

Desired Qualifications

  • Direct experience supporting Space Systems Command satellite acquisition, development, production, or sustainment programs.
  • Experience with Space-Based Environmental Monitoring, Space-Based Weather, remote sensing, EWS, EWS-G, WSF-M, DMSP, NOAA, NESDIS, NASA, or related environmental and weather satellite programs.
  • Familiarity with Electro-Optical/Infrared weather imagery, cloud characterization, theater weather imagery, microwave sensing, ocean-surface winds, tropical-cyclone intensity, snow and ice characterization, soil moisture, space weather, or related environmental data products.
  • Experience providing SETA leadership or advisory support across multiple programs and coordinating government stakeholders, program leadership, and multiple industry organizations.
  • Experience supporting Acquisition Data Requirements List processes, contractor-data management, or other formal acquisition deliverable-management processes.
  • Experience developing integrated schedules, analyzing distributed schedule information, or supporting program-level schedule assessments.
  • Experience implementing Agile methodologies or designing digital collaboration and program-management environments for government or National Security Space organizations.
  • Experience with additional requirements, configuration, workflow, or digital-engineering tools and with programs undergoing organizational consolidation, contractor transition, modernization, or significant process transformation.
  • Professional certifications in Configuration Management, Program Management, Agile, Defense Acquisition, Systems Engineering, or related disciplines.

Clearance & Additional Requirements

  • U.S. citizenship is required
  • Active Secret clearance is required. TS with SCI eligibility is desired.
  • Ability to access U.S.-only data systems and support classified government mission environments is required.
  • Ability to travel to temporary work locations up to 10%, as needed

Location

CO Springs, CO. Other Stellar and customer mission locations may be considered based on program need.

Compensation:

The typical salary range for this position is USD $125,000 - $160,000 per year. Individual pay is determined by many factors including work location, job-related skills, experience, and relevant education or training.

In addition to base salary, this position is eligible for a comprehensive total rewards package that includes an annual performance bonus, an employer-funded Profit-Sharing Plan (PSP) contribution based on base compensation, and comprehensive employer-paid medical benefits, PTO pay-out options, along with additional company-sponsored benefits. All of these benefits represent an additional 30-40% to your base compensation for a total compensation package.

Deliverable(s)

Deliverables will be in the format of reports, briefings, spreadsheets, or other documents as directed by the Government, using Government-approved and/or mandated systems/software and processes governed by guidance/instructions/policy or direction. The nature of this work will, at times, require quick responses to stringent deadlines and always in a high-quality, professional manner.
