• Salary commencing at $112,111.93 per annum, plus 12% superannuation, commensurate with skills and experience.

The Opportunity

Join Moonee Valley City Council as a Senior Community Infrastructure Planner and play a key role in planning for the community facilities and infrastructure needed to support future population growth and changing community needs. You will undertake evidence-based community infrastructure needs analysis, identify opportunities for new and improved facilities, and support the development of projects through Council’s investment framework.

Working collaboratively across Council and with a diverse range of stakeholders, you will provide specialist strategic advice on community infrastructure planning and contribute to the development of innovative solutions that deliver equitable community outcomes. You will also support the ongoing monitoring and evaluation of Council’s community infrastructure network, ensuring robust information is available to inform asset renewal, upgrades and future investment decisions.

Key Responsibilities

• Undertake community facility and infrastructure needs analysis using evidence-based planning models and available data.
• Identify innovative solutions for the provision of community facilities and contribute to the development of project business cases.
• Maintain a strong evidence base to support community infrastructure network and project planning through research, data analysis and stakeholder engagement.
• Provide specialist strategic advice and advocacy on community infrastructure planning matters.
• Lead and contribute to the planning and delivery of new community infrastructure projects.
• Develop comprehensive project plans, manage risks and coordinate project delivery to achieve agreed outcomes, timelines and budgets.
• Build and maintain effective relationships with internal and external stakeholders, including government agencies, community service providers and other partners.
• Support improved asset management planning, evaluation and decision-making relating to community infrastructure.

Skills & Experience

You will have a degree or postgraduate qualification in Strategic Planning, social sciences or a related discipline, or an alternative tertiary qualification supported by extensive experience in community infrastructure planning. You will bring extensive experience in community infrastructure planning, policy development, strategic planning and project management, ideally within a government or local government context. You will have strong analytical and strategic thinking skills, experience researching and interpreting strategy, policy and legislation, and the ability to develop innovative solutions and successful project business cases. Your highly developed communication, negotiation and stakeholder management skills will enable you to build strong partnerships across diverse sectors, lead cross-functional project teams and achieve effective outcomes. Experience with asset management systems, processes and evaluation tools, budgeting and capital works programs, as well as experience leading teams to deliver projects on time and within budget, will be highly regarded.
