Specific Responsibilities:

This is a Senior Community Health Nursing Supervisor position assigned to the West Palm Beach Health Clinic to a multi-program Health Center in an urban medically underserved area. This position will coordinate and supervise the Maternity, Family Planning, Sexual Health, Infectious Disease Clinic (IDC), Gynecology (GYN), and TB clinic staff according to all Florida Department of Health/Palm Beach County Health Department (FDOH/CHD) policies, procedures, rules, regulations and guidelines. Work is performed under the general supervision of a Community Health Nurse Consultant. This position works as part of the management team to support the unit and the Department to accomplish the goals within the strategic plan. This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions. Responsible for the supervision of staff including appraisals, planning and directing work, approving leave, and having the authority for hiring and taking disciplinary action or effectively recommending such actions.

This position is designated as a sensitive position and is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures. Confidential Data Set(s): Clinical Data, Immunization Data, HIVe & TB, Human Resources Data, Social Security Data, Epidemiology, School Medical Record, WIC, Employee Health Record, Surveillance Tools & Reporting System (STARS), FL SHOTS, Internet In-Stock Inventory System (ISI), Electronic Health Record, Pharmacy Forms System (PFS), Health Management System (HMS) Report Portal, Q-Flow, HIV/AIDS Case Reporting and Surveillance. This position will have access to the following system(s): Q-Flow, Florida Shots, Internet Email, HMS, HMS Report Portal, People First, TRAIN, Surveillance Tools and Reporting System (STARS), TB, HIV, Change Healthcare, DOH Public Health Pharmacy ordering/inventory system, and any other electronic health system as it relates to the position.

Provide appropriate level of supervision and complete performance appraisals on subordinate staff in a timely fashion, working with staff on development and improvement issues. Responsible for orientation of new clinical staff to public health programs, policies and procedures, facilitating student preceptorship, andworking with staff on development and improvement issues. Coordinate in-service and staff development as needed. Produce utilization and Quality Improvement (QI) reports as requested. Ensure customer satisfaction by fostering a pleasant work environment and immediately investigating any complaints and reporting same to supervisor. Assist in data collection. Communicate regularly with supervisor and keep administration aware of daily operations. Ensure compliance with Title X clinical requirements.

Ensure efficient patient flow by assigning fair and appropriate workload to various staff while maintaining excellent patient care ; ensuring ample clinic coverage at all times. Participate in center management meetings to discuss changes and maintaining current knowledge within practice areas and disseminate new information to subordinate staff. Ensure case management is initiated and completed by assigned staff. Ensure broken appointments are followed up by appropriate staff. Ensure appropriate cleaning, supplies and equipment is in place for efficient clinic operation.

Complete patient assessments, care and coordination of treatment in accordance with the FDOH Internal Operating Procedures, and any other relevant FDOH CHD Policies and Procedures. Advise patients and families on proper health care, interpret medication directions and factors related to patient’s condition for maintenance of good health status. Provide nursing care as well as education to the patients. Participate as a team member in obtaining and recording patient’s health and social histories and assessing patient needs. Assist Providers as needed for the total care of all patients, assist with discharge plans for clinic patients, receive and review lab recording correct results in patient medical record. Performs immunization assessment and gives vaccines as needed. Perform patient home visits if needed to do so. Conducts triage for walk-in patients without appointments and telephone triage.

Responsible for performing quality control and patient testing for pregnancy test adhering to Federal Clinical Laboratory Improvement Amendments (CLIA) and State Regulations following Laboratory Protocols. Documents according to professional nursing standards and the Health Department Policy. Assists in data collection and documentation of service through use of encounter forms and information system. Participates in Quality Assurance activities and in planned educational sessions.

Qualifications:

Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite):

  • This occupation requires licensure as a Registered Professional Nurse in accordance with Chapter 464, Florida Statutes and in accordance with Rule 64B9, Florida Administrative Code.

Other job-related requirements for this position:

  • Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
  • Valid Driver’s License.

Working hours:(A) Daily from 8:00am to 5:00pm (B) Total hours in workweek 40.0 (C) Explain any variation in work (split shift, rotation, etc.) This position may travel to provide services and or supervision at another satellite Center, work Saturdays and or a weekly late evening clinic on a rotation basis at the discretion of Administration through the Health Access Office. May be required to flex any hours exceeding regular work schedule. This is an in-office position only.
