This position provides leadership in evaluation, planning, organization, and execution of assigned project requirements. Reviews engineering drawings and specifications to implement and execute all related commissioning practices, tools, techniques, and programs to achieve contractual compliance. This position may serve as lead role on large complex projects or a support role on mega size complex projects worldwide.
• Confirm proper operation of all systems and equipment
• Promote efficient and cost effective site activities by providing ongoing assessment of personnel and current completions practices
• Confirm effective application of all tools, techniques and programs by maintaining strategic commissioning programs, including manuals, field reference guidelines, manufacturers’ recommendations, current equivalent completions program, standard industry practices, pre-commissioning programs, preventative and predictive maintenance, and computerized maintenance management systems
• Review system centric integrated project schedules and develop work plans to support project milestones
• Complete contract and Operating System Requirement (OSR)/Operating System Implementation Plan (OSIP) requirement by ensuring that the duties and responsibilities of the project contract are clearly defined, documented and followed by the Fluor team
• Stay current on applicable technical processes, methods, and best practices
• Other duties as assigned
• Accredited four (4) year degree or global equivalent in engineering field of study and fourteen (14) years of work-related experience; a recognized professional certification or registration in the applicable field, if required; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner
• Provide leadership in evaluating, planning, organizing, and executing assigned discipline specific project requirements
• Develop and implement detailed and integrated pre-commissioning, turnover, commissioning and startup process and plan
• Establish project specific written commissioning procedures for final phase execution
• Enhance skills, performance and development of all employees by sponsoring and promoting completion training programs so that adherence to operations guidelines and specifications is ensured and work of the highest quality prevails
• Maintain safe and healthy work environment by following and enforcing established project procedures relating to safety, work permitting and work order systems; adhere to legal requirements
• Participate in the career development of personnel assigned to the team
• Report discipline progress against scheduled activities
• Twelve (12) years of experience in discipline operations and/or commissioning and start up
• Seven (7) years control room operations experience (operations/mechanical)
• Experienced in Lump Sum Turnkey (LSTK), Program Management Consultant (PMC), Engineering & Procurement (EP), Engineering, Procurement, Fabrication, and Construction/Construction Management (EPFC/CM), Engineering, Procurement, Construction & Commissioning (EPCC), Construction Management (CM), Front End Loading (FEL), Front End Engineering & Design (FEED), pre-commissioning, commissioning, training, etc., type project for strategic planning, implementation and execution
• Ability to build effective relationships with client, engineering, construction, and vendor personnel
• Proficient in Microsoft (MS) Office suite of software programs, knowledge management portals and communities, and Lotus Notes
• Demonstrate willingness and ability to travel on a short notice both internationally and domestically for short and long term assignments
• Working knowledge of MS Project or equivalent scheduling program
• Excellent written and verbal communication skills
• Ability to speak/read multiple languages
