Organizational Context and Scope

The Central Mediterranean Route remains one of the most dangerous migration corridors
globally, with significant protection concerns affecting vulnerable individuals transiting through
and residing in Libya. According to IOM data, a considerable number of migrants continue to
experience exploitative practices, necessitating protection services and comprehensive
support, especially for those undertaking voluntary humanitarian return (VHR). The Voluntary
Humanitarian Return (VHR) program, led by the International Organization for Migration (IOM),
provides lifesaving, humane, and dignified assistance to foreigners stranded in crisis-affected
countries, such as Libya. Established in 2015, the program facilitates safe and expedited return
for vulnerable migrants, including women, unaccompanied children, the elderly, and medically
vulnerable individuals. VHR operates on a rights-based, protection-centered approach, offering
tailored support during migrants' stay, their return journey, and upon arrival in their home
countriesUnder the direct supervision of the GBV and Child Protection Officer, and in close coordination with other relevant units of the programme, the incumbent will provide carry out regular monitoring of PxD projects and activities and provide feedback to programme managers. The incumbent will be based in Tripoli.

1. Assist the GBV and Child Protection Officer in the operational planning of IOM Libya Child Protection interventions.
2. Supervise IOM/CTG Libya Child protection staff in Libya, Distribute tasks, set work-plans and follow up on performance, plan daily visits (in close coordination with other IOM departments) to urban areas, IDP camps and detention centers, review and assign cases, implement and follow-up on Child Protection case management plans in collaboration with specialized protection colleagues and senior protection associate.
3.Support the GBV and Child Protection Officer to review child protection assessments conducted (BIAs, BIDs) and check accuracy of the information collected, send family tracings to receiving missions and approve Child Protection cases before departure, after consultation with the GBV and Child Protection Officer. Supervise caseworkers during the drafting of BID reports, revise the BIDs and check accuracy of information before submission.
4. Support referral of Child Protection cases to relevant partner organizations for appropriate follow-up and/or to other departments within IOM for their respective follow-up, assist in identifying the urgent protection needs and possible solutions including provision of assistance to emergency cases outside of normal office hours.
5. Flag and refer vulnerable cases related to CP for voluntary humanitarian return (VHR); coordinate and follow up with the VHR team, embassy representatives, and the receiving office to support smooth implementation of return procedures.
6. Support the GBV and Child Protection Officer to provide regular CP training sessions and mentoring to staff on CP case management, data and reporting, protection principles and other relevant topics.
7. In collaboration with other IOM departments and senior protection associate, support partnership-building activities with key CP local stakeholders, including government and non-governmental partners, in Tripoli.
8. Regularly update the CP service mapping for all locations under responsibility.
9. Support the organization and convening of meetings, trainings, Community Based Protection child focused activities including recreational activities for children, workshops and other events as required, in collaboration with the relevant teams in the Protection team.
10. Support with the logistical arrangements for protection staff under supervision, including coordinating with other programs and the Resource Management Unit for office equipment, duty travel arrangements, airtime etc.
11. Assist in developing SOPs and reports with the GBV and Child Protection Officer when needed.
12.Support in the coordination with the data management colleagues in the maintenance of all protection-related CP case-management records and files in line with IOM data protection principles; provide statistics and reports as required. Provide guidance to the team to promote compliance with MIMOSA in the case management process.
13. Serve as a designated escort for individuals involved in protection cases and return movements, ensuring their safety, dignity, and well-being throughout the journey. This includes maintaining confidentiality, observing and reporting any protection concerns, coordinating with relevant actors, and supporting logistical arrangements in line with protection standards and operational procedures.
14. Adhere and monitor adherence to protection principles including Do No Harm throughout all facets of work, as well as adherence to IOM gender and PSEA policies and flag any compliance issues to the supervisor.
15. Perform other duties as may be assigned.

Required Qualifications and Experience

Education

  • Bachelor’s degree in international relations, Development; or Social Sciences, Business or Public Administration, Law or relevant field; with four years’ experience in a relevant field from an accredited academic; or,
  • School diploma with six years of relevant experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Knowledge and experience in the supervising staff members.
    Experience in the field of child protection and humanitarian emergency response.

Skills

  • Effective organizational skills and ability to establish priorities and plans, ability to work under pressure and cope with deadlines.
  • Good knowledge of MS Office applications (e.g., Excel, Word, Outlook, etc.).
  • Demonstrated problem solving attitude and skills.
  • Good supervisory skills.
  • Good written and spoken communications skills, good interpersonal skills, ability to work in a multi-cultural environment.
  • Reliable, efficient, and high level of professionalism.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English and Arabic is required (oral and written).
