Organizational Context and Scope
The International Organization for Migration (IOM) in Libya has been operating in the country since 2006, supporting the Government of Libya and affected communities through a comprehensive range of humanitarian, stabilization, and migration management activities. IOM Libya’s work focuses on providing direct assistance and protection to migrants, internally displaced persons, returnees, and host communities, while strengthening national capacities in areas such as migration governance, border management, health, mental health and psychosocial support, displacement tracking, and voluntary humanitarian return. Through close coordination with national authorities, UN agencies, donors, and civil society partners, IOM Libya contributes to saving lives, promoting humane and orderly migration, and supporting recovery and longer‑term solutions across the country.
The Central Mediterranean Route remains one of the most dangerous migration corridors globally, with significant protection concerns affecting vulnerable individuals transiting through and residing in Libya. According to IOM data, a considerable number of migrants continue to experience exploitative practices, necessitating protection services and comprehensive support, especially for those undertaking voluntary humanitarian return (VHR). The Voluntary Humanitarian Return (VHR) program, led by the International Organization for Migration (IOM), provides lifesaving, humane, and dignified assistance to foreigners stranded in crisis-affected countries, such as Libya. Established in 2015, the program facilitates safe and expedited return for vulnerable migrants, including women, unaccompanied children, the elderly, and medically vulnerable individuals. VHR operates on a rights-based, protection-centred approach, offering tailored support during migrants' stay, their return journey, and upon arrival in their home countries.
Under the overall supervision of the Senior Protection Coordinator and the direct supervision of the Program Manager (VHR)), the Senior Case Management Associate (Pre-departure / VHR) supports the implementation of pre-departure activities in line with IOM procedures, contributing to the timely and accurate processing of migrants’ information prior to departure to facilitate their return and reintegration process afterwards.
Coordinate the receipt of travel-ready cases from the Protection Assessment and Referral Team (PART).
Review of each case for completeness and readiness for departure.
Coordinate the preparation of requirements for beneficiaries lacking valid travel documents and submission to the Consular Support Team.
Supervise verification processes of travel documents to maintain accuracy and alignment with beneficiary profiles.
Identify discrepancies and coordinate follow-up actions with relevant units.
Maintain an organized tracking system for all documents under processing.
Facilitate filtering and categorization of travel-ready cases based on nationality, location, urgency, and flight availability.
Support the assignment of cases to VHR charter flights, commercial flights, or fast-track procedures accordingly.
Coordinate the preparation of Exit Visa requirements and submission of Passport Authority letters for Chief of Mission (COM) signature.
Coordinate submission of caseloads to Passport Authority for clearance and stamping.
Compile flight manifests for operational coordination.
Coordinate the handover of finalized travel documents to Operations for logistical planning of flights.
Support notification of beneficiaries on confirmed departure dates.
Supervise beneficiary communication to confirm participation and provide essential pre-departure information.
Facilitate pre-departure orientation sessions addressing travel procedures, expectations, and airport processes.
Provide appropriate support and explanations to vulnerable cases.
Coordinate with VHR Administration to request and distribute necessary Non-Food Items (NFIs), including clothing kits, canvas bags, diapers, sanitary pads, PPE, and other essentials.
Support boarding processes and verify beneficiary departures via the VHR program.
Follow-up with no-shows to collect information and assess continued interest in VHR.
Record outcomes in the MiMOSA system for effective case management and reporting purposes.
Sahre final movement reports with relevant units’ post-departure.
Maintain documentation and filing of all pre-departure processes, approvals, and manifests.
Perform any other duties as assigned
Required Qualifications and Experience
Education
Bachelor’s degree in political or social sciences, Development Studies, Human Rights, International Relations, Law or a related field from an accredited academic institution with four years of relevant professional experience; OR
Accredited Universities are those listed in the UNESCO World Higher Education Database.
