Job Description

The Leidos Health Mission Systems Group (HMS) of our Health and Services Sector is seeking a Senior Capture Manager to lead the pursuit of opportunities from identification through proposal submittal.

The Sr. Capture Manager is responsible for leading strategic capture activities focused on federal health agencies, with a primary focus on Defense Health Agency including but not limited to the Department of Veterans Affairs (VA) and related organizations.

This role supports the full business development lifecycle, from opportunity identification and qualification through proposal submission and contract award. The Sr. Capture Manager works closely with business development, solution architects, program managers, and functional teams to develop and execute winning capture strategies aligned with Leidos’ growth objectives in health IT, digital modernization, and mission support services.

The position requires a balance of strategic thinking, customer engagement, technical understanding, and disciplined capture execution within a highly competitive and high tempo pace of Leidos and the federal health market.

Primary Responsibilities:

  • Owner of capture efforts for large and medium, complex federal health opportunities (typically $50M–$300M+), ensuring alignment with corporate growth priorities.

  • Develop and maintain comprehensive capture plans, including win strategies, competitive assessments, pricing strategies, and customer engagement plans.

  • Build and shape opportunities early in the acquisition lifecycle, including customer engagement, requirements influence, and teaming strategy development.

  • Identify, evaluate, and onboard strategic partners, subcontractors, and key personnel to strengthen Leidos’ competitive position.

  • Conduct competitive intelligence analysis and develop discriminators that clearly differentiate Leidos solutions.

  • Collaborate with solution architects and technical SMEs to define innovative, compliant, and cost-effective solutions aligned with customer mission needs.

  • Take ownership in leading color team reviews and ensure readiness for proposal development, including win themes, proposal artifacts, and executive reviews.

  • Transition capture efforts effectively into proposal phase, supporting proposal managers and ensuring continuity of strategy and messaging.

  • Maintain pipeline accuracy and reporting within CRM tools, supporting forecasting and leadership reviews.

  • Foster strong relationships with internal stakeholders, including operations, growth, contracts, pricing, and leadership teams.

Basic Qualifications:

  • Bachelor’s degree and 15+ years of relevant experience in federal business development, capture management, or program management (additional experience may be considered in lieu of degree).

  • Demonstrated success leading capture efforts on federal contracts, including several significant ($50M+) contract wins.

  • Experience working with federal health agencies primarily DHA and VA, or related organizations.

  • Strong understanding of the federal acquisition lifecycle, including FAR-based procurements and contract vehicles (e.g., IDIQs, GWACs).

  • Proven ability to develop and execute capture strategies, including win themes, competitive positioning, and teaming.

  • Experience leading cross-functional teams in a matrixed environment with a focus on competitive positioning, executive engagement, and influencing acquisition strategy

  • Excellent written and verbal communication skills, including executive-level briefings.

  • Ability to obtain and maintain security clearance (as required).

  • Strong and extensive time management and multi-tasking skills

Preferred Qualifications:

  • Master’s degree in business administration, public health, information systems, or a related field.

  • Deep domain expertise in health IT, digital transformation, data analytics, or mission support services within federal health agencies.

  • Established relationships with key stakeholders in VA, DHA, or other federal health organizations.

  • Experience with major contract vehicles such as Alliant II and others

  • Capture or proposal certifications (e.g., APMP, Shipley Associates).

  • Experience with Leidos or large company processes, tools, and capture methodologies (or similar large federal integrator environments).

  • Demonstrated ability to position and shape opportunities pre-RFP that influence acquisition strategies and customer mindset for positive influence.

  • Strong leadership presence with the ability to influence senior executives and customers.

  • PMP Certification through Project Management Institute

  • Familiar with Shipley Capture Management work stream practices and techniques

Pay Range:

Pay Range $154,050.00 - $278,475.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
