RESPEC is seeking an experienced Senior Business Analyst to support a landmark Medicaid systems modernization project for the Texas Health and Human Services Commission (HHSC). In this role, you will play a central part in defining, analyzing, and delivering next-generation digital healthcare solutions that serve millions of Texans.

As an integral member of our project delivery team, you will provide critical business and functional oversight across contracted development vendors, cross-functional engineering teams, and interdependent state healthcare initiatives. You will bridge the gap between high-level policy mandates and technical execution, translating complex healthcare regulations into actionable requirements, robust system architectures, and reliable deployment strategies.

Core Responsibilities

You will direct end-to-end business analysis activities for enterprise software delivery, including:

· Leading the elicitation, authoring, traceability, and review of key project artifacts such as functional requirement documents, technical design specifications, business process maps, and comprehensive test cases.

· Providing structured technical and functional oversight for external software vendor deliverables, ensuring all delivered application features align with state architecture standards and project milestones.

· Managing project scope, release acceptance criteria, and system rollout activities while actively monitoring system integration testing (SIT) and user acceptance testing (UAT).

· Evaluating state health and human services policies, business rules, and administrative standards to determine downstream impacts on automated workflows and application functional areas.

· Facilitating cross-team collaboration across infrastructure, UI, database, and integration workstreams, proactively identifying operational risks, and implementing effective mitigation plans.

Qualifications

Required Technical Experience

To qualify for this engagement, candidates must demonstrate a minimum of 8+ years of verifiable professional experience across the following core competencies:

· Vendor & Delivery Oversight (8+ Years): Demonstrated track record coordinating with external IT vendors to complete enterprise software deliverables, defining task parameters, assigning technical work, and evaluating delivery quality.

· Requirements Engineering & Artifact Management (8+ Years): Proven expertise developing and reviewing end-to-end technical documentation, including traceability matrices, business requirements, workflow diagrams, functional designs, and testing suites.

· System Analysis & Implementation Support (8+ Years): In-depth background analyzing enterprise system architectures, troubleshooting technical bottlenecks, and supporting complex solution rollouts.

· Scope & Quality Management (8+ Years): Hands-on experience governing software scope boundaries, establishing acceptance baselines, managing deployments, and overseeing both SIT and UAT execution.

· Risk Mitigation & Strategy (8+ Years): Proven ability to proactively identify delivery obstacles, assess technical and architectural risks, and execute structured mitigation roadmaps.

· Public Sector Policy & Systems Alignment (8+ Years): Extensive experience analyzing health and human services regulatory policies, statutory standards, and operating procedures to evaluate direct system and functional impacts.

Preferred Qualifications

· 3+ Years of Agile Lifecycle Management: Hands-on experience capturing, tracking, and maintaining user stories and requirements using Azure DevOps (ADO) or Team Foundation Server (TFS), preferably within a Scaled Agile Framework (SAFe) environment.

· 3+ Years of Public Sector Healthcare Systems: Prior background supporting Texas Health and Human Services (HHSC) initiatives, with functional knowledge of Texas Medicaid, CHIP, or related state healthcare administration platforms.

· 3+ Years of Enterprise Architecture & Integration: Practical understanding of multi-tier enterprise systems, data layers, user interface frameworks, workflow orchestration engines, business rules engines (BRE), and modern cloud implementations.

· 3+ Years of Portfolio Governance Tools: Direct experience managing project tracking data within state-level information resource project management dashboards and portfolio reporting tools.

· Productivity & Collaboration Suites: Advanced proficiency with modern Microsoft enterprise tools, including SharePoint, MS Office Suite, and AI productivity tools such as Microsoft Copilot.

Work Model

· Work Arrangement: 100% On-site. (Note: Future remote work may be permitted solely based on client policy updates.)

· Primary Work Location: 4601 W. Guadalupe St., Austin, TX 78751.

· Schedule: Standard business hours, Monday through Friday, 8:00 AM – 5:00 PM (excluding official Texas state holidays). Occasional pre-approved evening or weekend hours may be requested during major release windows.

· Location Requirement: Local candidates residing in the greater Austin, Texas metropolitan area are required. Travel, per diem, parking, and relocation expenses are not provided.
