Job Description

We are seeking an experienced Senior Business Analyst based in Dubai to drive strategic projects requiring a deep understanding of government operating environments. The ideal candidate will bridge the gap between government stakeholders and technical development teams, ensuring that solutions comply with regulatory standards and support digital transformation and operational excellence initiatives.

Key Responsibilities

• Requirement Gathering & Documentation: Lead stakeholder workshops and interviews with government entities to elicit, analyze, and document comprehensive Business Requirements Documents (BRD) and Functional Requirement Specifications (FRS).
• Regulatory Compliance: Ensure all deliverables align with government policies, regulatory standards, and legislative frameworks applicable in Dubai and the wider UAE.
• Process Reengineering (BPR): Analyze current operational workflows (As-Is) and design optimized future-state processes (To-Be) to enhance government performance and service delivery speed.
• Stakeholder Management: Act as the primary liaison between government clients, technical teams, and project managers, facilitating requirement sign-offs and managing changes smoothly.
• Agile Support: Translate complex business requirements into clear User Stories, acceptance criteria, and backlog items to support development teams working within Agile/Scrum frameworks.
• User Acceptance Testing (UAT): Plan and participate in UAT execution to validate that developed systems meet both government regulatory standards and practical business needs.

Requirements

Experience: A minimum of 5 to 7 years of experience working as a Business Analyst or in a technical/operational project analysis role.

Government Sector Background: Proven, direct experience working within government entities, regulatory bodies, or public sector institutions (prior experience within Dubai government entities is highly preferred).

Language Proficiency: Arabic speaker only / Native or fully fluent (written and spoken) as a mandatory requirement for interacting with government stakeholders, alongside professional proficiency in English.

Education: Bachelor’s degree in Computer Science, Management Information Systems, Engineering, Business Administration, or a related field.

Technical & Professional Skills:

• Proficiency in business process modeling tools (e.g., MS Visio, Bizagi, Lucidchart).
• Familiarity with project and requirement management tools (e.g., Jira, Confluence).
• Strong capability in conducting feasibility studies and analytical reporting.

Soft Skills: Excellent interpersonal, communication, presentation, and negotiation skills, with the ability to navigate formal institutional environments effectively.
