The Senior Business Analyst (Senior BA) leads complex business analysis work across strategic transformation initiatives. The role partners with leaders, stakeholders, business teams, technical teams, and project teams to understand business needs, define outcomes, assess options, and shape practical, value-driven solutions. The Senior BA provides guidance to other analysts, supports business case development, facilitates decision-making, and helps ensure that solutions are aligned with organizational priorities, operational needs, and long-term sustainability.

Key Responsibilities:

Business Analysis Leadership & Solution Development

  • Lead business analysis activities for complex, cross-functional transformation initiatives.

  • Partner with stakeholders to clarify business problems, define outcomes, and document current and future-state processes.

  • Develop and assess business cases, options, benefits, risks, assumptions, dependencies, and implementation considerations.

  • Translate business needs into clear, actionable requirements, user stories, process maps, decision materials, and solution recommendations.

Strategy, Innovation & Continuous Improvement

  • Identify opportunities to improve processes, services, systems, data, and stakeholder experiences.

  • Support sustainable and scalable solutions that align with organizational goals and future-state operating models.

  • Contribute to portfolio-level analysis by identifying themes, risks, trends, benefits, and improvement opportunities across initiatives.

Implementation Support & Change Enablement

  • Support implementation planning by helping define business readiness, adoption needs, training considerations, and transition impacts.

  • Apply business analysis and change management practices to support successful delivery and adoption of solutions.

  • Collaborate with project teams to support testing, issue resolution, benefit tracking, and operational handover.

Stakeholder Engagement & Facilitation

  • Facilitate workshops, discovery sessions, interviews, and decision-making conversations with diverse stakeholder groups.

  • Communicate complex information clearly to technical and non-technical audiences.

  • Build trusted relationships and support alignment between business areas, technical teams, vendors, and leadership stakeholders.

Mentorship, Standards & Practice Development

  • Provide guidance, coaching, and peer review support to Business Analysts and project team members.

  • Promote consistent use of business analysis methods, templates, tools, and documentation standards.

  • Share knowledge, lessons learned, and best practices to strengthen the maturity of the Business Analysis and Insights function.

Professional Development & Continuous Learning

  • Stay current on business analysis, process improvement, change enablement, product management, and digital transformation practices.

  • Maintain or pursue relevant professional certifications where applicable.

  • Demonstrate a continuous improvement mindset and contribute to a collaborative, learning-focused team culture.

Skills & Abilities:

  • Strategic & Analytical Thinking: Ability to frame complex problems, evaluate options, and connect analysis to organizational outcomes.

  • Facilitation & Stakeholder Engagement: Strong ability to lead conversations, build alignment, and support decision-making across diverse groups.

  • Business Analysis Techniques: Experienced in requirements elicitation, process mapping, business cases, user stories, acceptance criteria, and solution assessment.

  • Communication & Influence: Ability to communicate clearly with technical teams, business stakeholders, vendors, and leaders.

  • Systems & Process Thinking: Ability to understand end-to-end processes, dependencies, risks, impacts, and opportunities for improvement.

  • Technical & Data Literacy: Comfort working with data, reporting, systems, and tools such as Excel, SQL, Power BI, Visio, Jira, Azure DevOps, or similar platforms.

  • Leadership & Mentorship: Ability to guide other analysts, review deliverables, and model strong business analysis practices.

Qualifications:

Required:

  • Post-secondary diploma or degree in business, technology, information systems, analytics, public administration, or a related field; equivalent combinations of education and experience may be considered.

  • Minimum 7 years of related business analysis experience, including experience supporting complex projects or transformation initiatives.

  • Demonstrated experience leading requirements work, process analysis, stakeholder engagement, and solution assessment.

  • Strong facilitation, communication, documentation, analytical, and problem-solving skills.

  • Experience working with cross-functional business and technical teams.

Preferred:

  • Formal training in business analysis, process improvement, change management, product ownership, or project delivery.

  • CBAP, CCBA, PSPO, PSSM, Lean Six Sigma, or related certification.

  • Experience in higher education, public sector, enterprise transformation, identity and access management, CRM, data initiatives, or service improvement projects.

  • Experience mentoring analysts or contributing to business analysis practice development.

Applicants with education credentials earned outside of Canada should have their credentials evaluated by World Education Services (WES), International Qualifications Assessment Service (IQAS) or the Comparative Education Services (CES).

Remuneration: Refer to salary range noted on this posting, plus a comprehensive benefits package.

The compensation range for this job posting is : $86,686.95 - $114,845.29
