About the Role
We are seeking a highly skilled and experienced Senior Business Analyst with expertise insystemsandbusinessanalysis/design concepts to join our dynamic team
The Executive Office of Health and Human Services (EOHHS) IT Shared Applications and Services Business Analysis Team is a dedicated group of professionals with a mission to enhance organizational effectiveness. Our primary focus is on understanding and improving Secretariat-wide applications and processes. We excel in gathering and documenting requirements, analyzing data, and designing tailored solutions that address our unique business challenges. We pride ourselves on being communication facilitators, bridging the gap between stakeholders to ensure everyone is aligned with our goals and objectives. Additionally, we conduct thorough risk assessments, enabling us to make informed and cost-effective decisions. Our team is committed to driving efficiency, informed decision-making, and process optimization, ultimately playing a pivotal role in supporting the work that is conducted across 11 agencies and the MassHealth system to provide services and programs for nearly 1 in every 3 Massachusetts residents.
The successful candidate willplay a crucial role in the creation of technical documentation fornew/existingITapplications, designing proposals and systems specifications, developing selection evaluation criteria based on identified IT product requirements, overseeing all phases of the project life cycle including requirements gathering, design and development activities, testing, implementation, and ongoing operations.
TheSenior Business Analyst must have very strongcommunication and organizational skills, build trusting relationships with diverse groups, leverage those relationships to lead requirement gathering sessions with business stakeholders and articulate business needs into technical specifications, clearly and successfully.
The primary work location for this role will be at 1 Enterprise Drive, Quincy MA 02171 The work schedule for this position is Monday through Friday, 9:00AM to 5:00PM EST.
This position is expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. Schedules are subject to change based on the operational needs of the business.
Responsibilities
Work with an assigned Project Manager by participating in all phases of the project life cycle including business requirements gathering and documenting
Research existing application inventory for recommendations on like systems
Facilitate group joint application design (JAD) sessions to obtain business requirements and create use cases
Gather detailed business and technical requirements and participate in the definition of business rules and data standards
Consult with managers to determine the role of the IT system in an organization
Prepare an analysis of costs and benefits so that management can decide if information systems and computing infrastructure upgrades are financially worthwhile
Devise ways to add new functionality to existing computer systems
Design and develop new systems by choosing and configuring hardware and software
Oversee the installation and configuration of new systems to customize them for the organization
Help define business rules and data standards.
Prepare gap analysis deliverables and process flow diagrams
Participate in defining best approaches and priorities to meet the needs of the business
Perform research and create deliverables as required by assigned Project Manager
Create detailed use cases
Develop and implement test plans
Participate in phase gate project management office reviews
Provide clear and realistic timeline estimates to all stakeholders
Assist in prioritization of requirements
Support the development of end-user training materials and end-user documentation
Provide guidance to business on scope and iterative development processes
Utilize existing tools and processes to schedule reviews and code drops
Prioritize work among multiple projects
Provide on-going operational support as needed
Preferred Qualifications
Business Analysis, Project Management, IT Management or other related experience in an IT environment, preferably working with various applications or other similar applications
Experience in business process modelling and reengineering
Strong understanding and knowledge of software development life cycle (SDLC)
Knowledge and familiarity with SQL
Ability to understand customer requirements, normalize them against current standards and present back a solution that fits the needs
Self-starter, capable of working in a fast -paced environment
Ability to work independently and in a team environment with varying levels; team members, peers, management, and business stakeholders
Strong verbal and written communication
Excellent coaching, listening, presentation and interpersonal skills
Possesses the ability to own and maintain processes and standards and can say no when needed in the interest of the big picture.
ITIL v3 (or most current) Foundations Certification

Minimum Entrance Requirements:
Applicants must have (A) at least three (3) years of full-time or equivalent part-time professional or practical experience in the field of information technology application development and support, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associate’s degree in a related field may substitute for one (1) year of the required experience.
II. A Bachelor’s degree or higher in a related field may substitute for two (2) years of the required experience.
III. A Master’s degree or higher in a related field may substitute for the required experience

Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
