Service New Brunswick is seeking individuals to join the Technical Stream of the Symbio Program, a major Clinical Information System (CIS) transformation.

What will you be doing?

As a member of the Symbio Technical Stream, the work centers on understanding the current technology landscape, assessing readiness for change, and outlining the technical readiness efforts and associated project work necessary to support and sustain this major transformation for the province.

There are several critical pillars for assignment such as, Data Management, Integration, Applications, Identity & Access Management, or other Technology domains.


You will be responsible for the assessment and implementation phases of technical systems as we prepare to ensure they are at a readiness state for the new CIS. The Senior Business Analyst will collaborate with the clinical user community, project, and technical teams to gather business requirements and conduct workflow analysis for both readiness of existing applications and provide support during project phases related to application upgrades, consolidations, and configurations. Responsibilities will include but are not limited to:

  • Be familiar with and follow the GNB Solutions Delivery Framework, standards and practices.
  • Working with teams (both technical and clinical) to analyze business needs, recommend and develop solutions.
  • Participating in the planning, build and implementation of systems, upgrades, and enhancements.
  • Ensuring systems are configured to meet architectural standards and guidelines.
  • Facilitating stakeholder sessions to capture business need/requirements and processes.
  • Create, review, and maintain system or project documentation/deliverables, including but not limited to -

    Business requirements documents,

    Functional specifications,

    Reporting requirements,

    Business process diagrams,

    Use cases/user stories,

    Gap analysis,

    Test plans,

    Implementation plans,

    Solution support documents,

    Status reports.

  • Assisting with functional, integration, and user acceptance testing as required.
  • Helping the team with daily activities and moving initiatives forward.
  • Maintaining strong and collaborative relationships with SNB Technical team members, project managers, enterprise architecture, other SNB Teams.
  • Maintaining strong and collaborative relationships with client departments and business owners.
  • Work with technical and business teams to define and document solution benefits, and outcomes.
  • Multi-tasking in a fast-paced environment with multiple priorities, projects, and deadlines.


ESSENTIAL QUALIFICATIONS:

  • Must possess a bachelor’s degree in Information Technology, Computer Science, Business Administration, Health Information Management, or a health-related discipline and a minimum of five (5) years of related experience, including requirements gathering, systems analysis and process development and documentation. or a post-secondary education of two (2) years in information technology, Computer Science, Business Administration, Health Information Management, or a health-related discipline and a minimum of seven (7) years of related experience, including requirements gathering, systems analysis and process development and documentation.
  • Experience with troubleshooting principles and issue resolution techniques.

Subject to the response to this competition, an equivalent combination of training and experience may be considered.

Written and spoken competence in English is required.

ASSET QUALIFICATIONS: Preference may be given to candidates who demonstrate they have training or experience in one or more of the following areas:

  • Experience working in a health care environment.
  • Demonstrated leadership skills including coaching, facilitating, team building and negotiation.
  • Recognized professional business analysis certification such as PMI-PBA, IIBA-CBAP.

OPERATIONAL REQUIREMENTS:

  • Travel within the province may be required. Must be able to provide periodic off-hours on call support.
  • Candidates will be required to undergo Criminal History Clearance prior to appointment.

Salary: $67,600 - $94,406 annually - Pay Band 5 - Management and Non-Union Pay Plan
