On Tuesday 16 December 2025, the Government announced it will take the next steps in its plan to modernise and streamline digital services for New Zealanders. This includes the establishment of a new Government Digital Delivery Agency at the Public Service Commission (the Commission), with the existing Digital Government Programme transitioning from Internal Affairs to the Commission. He angitūtanga | About the role

As Senior Business Analyst, you will leverage your deep expertise in business analysis to uncover insights, synthesise complex information and design financial models as a key member of the Centralising Investment and Centralising Procurement workstreams within the Digitising Government Programme.

Working closely with a Senior Data Analyst and as a numbers mastermind you will establish an understanding of both current and future state government investment and procurement spend, ensuring stakeholder are well briefed on the cost of digital across government and the potential to deliver cost savings and benefit realisation across the system.

Your judgement, analysis and advice will support the planning, decision-making and delivery of system wide outcomes ensuring Cabinet deliverables are met, and transformative change undertaken agency wide.

In this varied role you will;

  • Ensure business analysis activities are led and meet expectations of workstream leads for Centralising Investment and Centralising Procurement as part of Digitising Government Programme
  • Plan and manage the completion of business analysis tasks to support Programme objectives
  • Provide estimates for analysis outputs, assess impact of proposed deliverables and negotiate priorities with business stakeholders and project leads
  • Undertake business analysis to support an efficient strategic digital sourcing strategy across government
  • Scope and define business requirements for new functionality including review of existing financial models and business processes
  • Scope and define requirements and processes for the ongoing governance of the GCDO Digital Portfolio
  • Identify, develop and implement opportunities to improve business processes/systems
  • Support the analysis of financial data, financial models and business artefacts to support strategic decision making and optimisation of financial spend and resource allocation for GCDO
  • Provide analysis which uncovers and provides understanding of the cost of digital in government and potential cost savings
  • Lead and implement BA best practices to ensure own output and Business Analyst output is in line with approved analysis methodology and tools
  • Develop and maintain effective liaison with business stakeholders, business users and subject matter experts at all levels, to develop business ideas, provide advice and complete analysis tasks
  • Actively participate in Governance and stakeholder meetings.

You have extensive experience as a Senior Business Analyst leading large scale digital transformation or modernisation programmes and adept at analysing detailed financial data, variances, and calculation pathways.

You work with a high degree of accuracy and detail, while maintaining an understanding of the bigger picture. You will be able to assimilate complex information and explain it clearly to others, and have a proactive, solutions-focused mindset, able to tackle complex problems independently and work with a diverse range of stakeholders to deliver results.

To deliver in this role you will have;

  • Extensive experience undertaking in depth financial and business analysis using modelling techniques and systems to support and provide financial insights to key stakeholders
  • Experience in forecasting, budgeting and financial analysis combined with understanding of key performance indicators within large, complex, and diverse organisations
  • Experience collating and critiquing capital and operating business cases
  • Proven experience in leading and planning business analysis tasks and deliverables on a large and complex programme, ideally with an ICT or digital focus
  • Advanced understanding of best practice business analysis frameworks, processes, artefacts, modelling and reporting
  • Understanding of strategic and business planning and how this is refined down to implementing business change
  • Strong written and verbal communication skills with an ability to confidently convey complex financial information simply and concisely
  • Proven ability to develop trust and credibility with others
  • High standards of professionalism
  • Excellent strategic capability: the ability and desire to think beyond immediate issues, to consider the long-term and broader implications, and clearly identify potential issues
  • Strong stakeholder management skills
  • A desire to be part of a high performing team and winning culture.
