Job Description

Koniag IT Systems, LLC, a Koniag Government Services company, is seeking a Senior Budget & Business Analyst (Cyber Security) with an active TS/SCI clearance to provide high level executive support within a Pentagon cybersecurity and IT policy environment to our government customer in Arlington, VA.

In this role, you will support senior leaders in developing, coordinating, and reviewing budget materials, issue submissions, and strategic resourcing recommendations. You will help shape and analyze cybersecurity related funding priorities, ensure alignment with departmental objectives, and contribute to integrated planning and decision making activities across multiple concurrent, high visibility efforts.

This position requires strong subject matter expertise in cybersecurity budget and program analysis, along with the ability to manage complex processes and information flows in a fast paced, senior level decision environment.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

• Analyze financial data related to operations, business performance, opportunities, and investments.
• Support the Planning, Programming, Budgeting and Execution (PPBE) process within DoD CIO by reviewing budget Program Objectives Memorandum (POM) submissions and correlating the submissions to strategy and/or funding requirements.
• Conduct Analysis of budget artifacts (SNAP-IT budget; investment descriptions, categorization of service and agency efforts to investment descriptions, Congressional Budget Justifications, budget baselines, etc.).
• Support improvements to the IT/Cyberspace Activity Budget Investments and the IT/Cyberspace Activity Budget taxonomy.
• Review Service level budgets and make recommendations.
• Ensure Department priorities are funded and prioritized correctly. Specifically review CIO priorities and CJCS priorities and determine how well service budgets are aligned to those priorities.
• Assist in writing, editing, supporting, and justifying CPG language for assigned capability area(s).
• Support the creation of an annual budget certification report for the DoD CIO.

Required Qualifications, Experience, Skills & Abilities:

• Knowledge of DoD budgeting principles, appropriations, policies, and strategy development.
• Experience reviewing DoD and military service budget documents and identifying funding gaps or inconsistencies.
• Familiarity with the Program Objective Memorandum (POM) process and DoD IT or cyberspace budgets.
• Experience using budget systems such as DRDW, SNAP-IT, DITIP, or PRCP.
• Knowledge of RDT&E, Procurement, and Operations and Maintenance funding.
• Support DoD CIO program management, acquisition planning, and contract administration.
• Assist with procuring services, software licenses, and equipment.
• Conduct market research and recommend acquisition strategies.
• Develop acquisition documents, including PWS, SOW, SOO, IGAs, cost estimates, DD254s, and contract modifications.
• Review contracts for cost, schedule, performance, and compliance with FAR and DFARS requirements.
• Use PIEE and EDA to maintain contract records and supporting documentation.
• Identify process improvements and develop related acquisition policies and procedures.
• Prepare leadership briefings on program status, financial planning, goals, and risks.
• Strong written and verbal communication, critical-thinking, organizational, and project-management skills.
• Ability to work independently, learn new concepts quickly, and manage multiple priorities.
• Advanced Microsoft Word skills.

Desired Skills:

• Experience with Cybersecurity budget is highly desired.
• Budget, PPBE, POM experience WITHIN DoD / Pentagon is highly desirable.
• Familiarity with OMB Circular A-11 and laws governing Defense Budget is highly desired.
• Experience with translating high-level strategy documents.
• Ability to use CATMS or similar action tracking software to manage, update, and track staff actions

Requirements:

• Current/Active Top Secret/SCI security clearance.
• Bachelor’s Degree (Preferably in Financial Management, Business Administration, Technology, or other applicable discipline).
• 10+ years of experience in the DoD Program Management and/or Financial Management career fields.
• 4+ years of Planning, Programming, Budgeting and Execution (PPBE) process experience at the DoD level.
• 8+ years total of PPBE experience at any level.
