Virginia Western Community College is a two-year public institution of higher education operating under the Virginia Community College System, a statewide system of community colleges. The College operates under the policies established by the State Board for Community Colleges and the Virginia Western Community College Local Advisory Board.

Virginia Western is located on a 70-acre campus in southwest Roanoke, VA. The service region of the College includes Roanoke, Salem, Roanoke County, Craig County, Franklin County, and southern Botetourt County. The College was established in 1966 and has grown from an initial enrollment of 1,352 to its current annual enrollment of over 9,000 students in credit courses and more than 1,400

enrollments in fast-track workforce and continuing education courses.

Virginia Western is seeking to fill a Senior Budget Analyst position.

The Senior Budget Analyst will be a key member of the college’s financial services team overseeing complex budget functions related to major funding sources (state, local, capital, etc.) for the college. The role requires strong analytical and forecasting skills, attention to detail, and the ability to collaborate with others to support sound financial decision-making. The position will conduct fiscal, programmatic, and policy analysis to develop sound operating budget recommendations aligned with policies and funding availability.

The Senior Budget Analyst is responsible for duties related to the oversight, integrity, and analysis of budget projections, budget monitoring and financial data. Duties include financial monitoring and reporting, cash management (state and local), encumbrance reviews, expenditure/voucher submission and monitoring, position control management, fringe benefit tracking, budget development preparation, local funds cash management, and local board reporting.

To accomplish this, the Senior Budget Analyst continually monitors activity in the general ledger compared with budget, verifies cash balances, analyzes transactions and discrepancies, and takes corrective action, as necessary. The Senior Budget Analyst provides financial coordination with local funds to maintain compliance with financial requirements. The Senior Budget Analyst serves as a liaison between the Shared Services Center (SSC) to key direct payment vouchers and ensure VWCC’s invoices are paid timely to meet prompt pay. The Senior Budget Analyst will routinely monitor transactions in the accounting system to identify adjustments and corrections. Serve as Financial Services’ POC for budget questions to departmental budget managers. This position may be called upon to make presentations and prepare information for groups through verbal, written, and/or electronic modalities.

Special Assignments

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.

KSA's/Required Qualifications

  • Education, training and/or experience in accounting or related field.
  • Experience with automated budget planning and development accounting information system.
  • Experience performing data entry, monitoring budget to actuals, and/or performing accounting level transactional processing using software applications.
  • Experience initiating research, investigating, analyzing, reconciling, and/or evaluating large quantities of data;
  • Experience making independent decisions through critical thinking, sound judgment, and strong analytical skills;
  • Experience interacting with others using various modes of communication to discuss financial processes.
  • Experience multi-tasking, working calmly under pressure and using good judgment.
  • Experience using Microsoft products including Excel, Word, Outlook, Power Point and/or Copilot.
  • Demonstrate critical thinking and strong analytical skills and application of professional principles and standards;
  • Working knowledge of automated accounting system processes/general ledger transactions.
  • Demonstrated ability to perform complex data entry, reconcile departmental and budgetary accounts, and perform accounting level transactional processing.
  • Demonstrate the ability to initiate, research, investigate, analyze, reconcile, and evaluate large quantities of data;
  • Demonstrate knowledge of accounting protocols and chart of accounts fund structures.
  • Demonstrate the ability to interpret and convey policies and procedures and general business practices;
  • Demonstrate strong attention to detail and accuracy;
  • Interact frequently with internal and external customers using both verbal and written communication skills to discuss financial processes or issues;
  • Maintain positive engagement, work calmly under pressure and use good judgment at all times;
  • Ability to manage multiple tasks/projects with follow-through in a deadline-driven environment;
  • Demonstrate intermediate technical skills in Microsoft suite of products (e.g. Excel, Word, Outlook, Power Point, etc.).
  • Strong attention to detail and time management skills.

Additional Considerations

  • Bachelor’s degree, preferred.
  • Experience developing revenue forecasting, managing position control tracking, budget to actual monitoring, and/or policy interpretation for a large-scale organization preferred.
  • Experience tracking legislation and budget amendments preferred.
  • Experience developing and monitoring position control and fringe benefits preferred.
  • Experience with Oracle EPM, ERP, and/or AIS enterprise accounting system preferred.
  • Experience monitoring cashflows of multiple fund sources and/or investments preferred.
  • Higher education and/or governmental accounting experience preferred.
  • Experience preparing board materials preferred.
  • Experience working in an accounting office and performing complex accounting transactions with little or no supervision with great accuracy and timeliness preferred.
  • Experience supervising and leading other employees preferred.
  • Experience organizing complex financial information and clearly conveying information to various stakeholders preferred.
  • Experience understanding and/or interpreting state policy (e.g. CAPP Manual/APSPM) and/or SSC Business Rules preferred.
  • Experience with Generally Accepted Accounting Principles (GAAP) and practices preferred.
  • Experience preparing accounting debits and credits and understanding an accounting structure preferred.
  • Demonstrated knowledge developing budgeting methodologies and trends; forecasting and monitoring budget to actual activity.
  • Knowledge of Peoplesoft Accounting Information System (AIS) and/or Oracle ERP Cloud software.
  • Knowledge of generally accepted accounting principles and practices (GAAP);
  • Knowledge of the CAPP Manual and state financial processes
  • Knowledge of Virginia Cardinal system preferred.
  • Demonstrated data entry and software application skills in a large-scale enterprise system and/or accounting information system.
