Purpose of the Job

• Manage the Tender QCD commitment.

• Deliver a winning proposal, with a defined scope, accurate QCD commitments, in a timely manner and within the defined tender budget.

Tender team, Involved units, Platform, Metiers, Support functions (Financing, tax, Legal , Tender Support & Control)

Performance Measurement

• Able to understand Customer needs and to articulate how the organisation can satisfy them,

• Provide documents in time in compliance with the tender requirements,

• GM gap between Tender Review Meeting (TRM) and first Sector Project Review (SPR 0),

• Compliance with Tender cost budget,

• Data updated and recorded,

• Compliance with all applicable standard processes, in particular the PMM.

Responsibilities

Ensure compliance with applicable rules, instructions

o Code of Ethics & Compliance, EHS, Railway Safety, Quality, PMM, etc…

Work in close relationship with Tender leader and the full tender team including involved units

o Build in liaison with the Tender leader the schedule to prepare the offer

o Ensure commercial data system be well and regularly updated (Wall-C )

o Prepare & Issue the IFQ

Prepare the full technical documentation necessary to submit to Customer:

o Prepare the technical description of offered solution

o Prepare the technical clause by clause or list of derogations

o Prepare the project master schedule

o Review the price list prepared by Cost manager in line with the Tender Leader instructions and the bill of quantities(if any)

Define the offered solution.

o Perform the Detailed Requirement Capture

o Issue Contract Data Requirements List

o Agree with the Platform and the Tender Leader how gaps are addressed

o Ensure offered solution compliance versus Customer requirements and internal product strategy

Manage QCD optimization and obtain clear commitments from different actors:

o Identify, analyse and evaluate QCD gaps (a design review is performed)

o Define interfaces and allocate between actors the cost targets, contractual obligations,

o Manage the QCD review

o Check, challenge and consolidate well documented commitments

Prepare risks & opportunities reviews

o Organize risks reviews and ensure the elaboration of mitigation plan,

o Prepare and maintain updated risk register and ambition register,

o Prepare compliance matrix.

Keep records of the documentation produced for tender preparation

Keep and classify the documentation (Customer RFP, Q&A, Presentations, letters, presentations),

o Ensure traceability of evolution linked to the preparation and negotiation (log of all evolutions, internal documents and mails)

Participate to the contract negotiations

o Verify feasibility of evolutions versus the offered and approved reference,

o Update QCD data and obtain revised QCD commitments from different units,

o Ensure that all Customer questions have been answered as fully as possible, and that the organisation has given itself the best possible chance of success,

o Ensure traceability of evolution (log of all evolutions, internal documents and mails,

o Final review of the contract documents before contract signature.

Manage the budget of tender preparation cost

o Prepare and propose the budget to Region for approval with necessary phasing and breakdown by unit,

o Follow up the expenses Manage changes and slippages to schedule.

Contribute to REX through the Win-Loss Analysis in liaison with Tender Leader and Market & Strategy

Knowledge & Experience

• Project management background level depending on the complexity of the Project/Program.

• Good knowledge of offered products and systems,

• Good practices of costing, planning, risk management,

• High Communications, reporting capabilities

• High capability to stimulate efficient team working to produce the tender documents within a limited time period,

• Be able to challenge proposals to obtain optimal solutions backed with commitments

• Anticipation
