ABOUT HOUSTON PUBLIC WORKS

Houston Public Works (HPW) plays a vital role in building, maintaining, and enhancing the infrastructure that keeps Houston moving and supports the quality of life of its residents, businesses, and communities. As one of the City of Houston’s largest departments, HPW is responsible for the planning, operation, maintenance, construction management, and technical engineering of the city’s essential public infrastructure.

With a workforce of approximately 5,000 employees, HPW oversees a broad and complex portfolio of critical services and assets, including water and wastewater systems, roadways, bridges, traffic and mobility systems, stormwater drainage, permitting, solid waste, and other infrastructure and public services.

DESCRIPTION OF DUTIES/ ESSENTIAL FUNCTIONS

The Senior Assistant Director will direct the management of the Street and Bridge Branch within Transportation and Drainage Operations division. The selected candidate will oversee the maintenance activities, including complete rehabilitation of various transportation systems and facilities (asphalt and concrete pavement and bridges) consisting of overlays, skin patches, milling and paving, concrete panel replacement, bridge inspections, bridge maintenance, and special events. Successful candidates will be responsible for the implementation and administration of department and service line strategic plans, operating procedures, and City Of Houston policies to achieve objectives and goals. Candidate will be responsible for managing budget and projects for an operating budget currently valued at more than $48M. Other responsibilities include overseeing disciplinary action and evaluating and improving staff performance. Manage multiple initiatives and projects simultaneously to achieve desired outcomes. Acts as a Liaison to other departments, government agencies, and the private sector. Meet with staff and leadership to ensure shared objectives and teamwork goals are achieved. Develop strategic goals, define objectives, and measure performance of staff. Research, review, and analyze data. Develop, monitor, review, and approve expenditures that are in line with the approved budgets. Respond to inquiries and requests from inside and outside the organization.

WORKING CONDITIONS

The position is physically comfortable, the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.

This is a Department of Houston Public Works Emergency Management position at the Tier I Level.

EDUCATION REQUIREMENTS

Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline would normally be obtained through a formal 4-year degree from a college or university and a professional certification/licensing is required.

Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

EXPERIENCE REQUIREMENTS

More than ten years of experience is required.

LICENSE REQUIREMENTS

Valid driver's license and compliance with the City of Houston driving policy (A.P. 2-2).

Qualifications

Preference will be given to applicants who have a Bachelor's degree or higher in a related field of study and who have extensive experience in rehabilitation of various transportation systems and facilities (roadways and bridges) consisting of overlays, skin patches, bridge inspections and traffic signs and markings.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
