The State of Utah’s Division of Technology Services is hiring a Senior Applications Web Developer to lead the modernization of mission-critical software supporting the Department of Corrections and the Board of Pardons and Parole. Working within an Agile team, you will design and maintain complex web applications, integrate vendor APIs, and overhaul infrastructure to align with modern industry standards. This role places you at the forefront of application development, offering direct hands-on opportunities to learn, adopt, and master AI-assisted coding tools and next-generation engineering workflows.
Full-Stack Technical Development:Build, test, and maintain user interfaces, web forms, reports, microservices, mobile apps, and bi-directional API web services.Implement security mechanisms, authentication protocols, and compliance standards across all code.Manage database connections, system builds, merges, version control, and technical debt resolution.Adopt and integrate emerging technologies, including AI-assisted coding tools, to improve efficiency.Quality Assurance & Documentation:Develop test scenarios, prepare sample data, and pre-test products to minimize defect rates before QA handoff.Track and document all development activities, assignments, and resolution notes within team tracking software.Ensure delivered software meets performance, data integrity, accessibility, and architectural standards.Agile Collaboration & Delivery:
Participate in sprint planning, task estimation, and daily standups to align work with project requirements.Partner effectively with Product Owners, Scrum Masters, QA Testers, DevOps Engineers, and Database Administrators.Prioritize personal workflow to meet established deadlines and support team members to achieve overall sprint goals.
Five (5) years minimum experience employed as an applications web developerDirect experience employed as a programmer developing and maintaining computer software applications and programs using Web languages, tools and technologies, including: Java 11 & 21, Spring / Spring Boot 2.6 and 3, Spring JDBC HTML, CSS3, SASS, Angular, PWAs, JPA, JavaScript / TypeScript, REST APIs and distributed architecture patterns. Useful skills and technologies for maintenance of older applications: Java 8, Struts (1 & 2), Hibernate 3 / JPA, jQuery, jQuery DataTables 1.8-1.12, Subversion, Ant.Exposure and use of Artificial Intelligence, AI-assisted coding concepts, tools and techniques. Direct participation as a principal web developer on projects building or maintaining mission-critical applications for medium to large size private or public organizations (i.e 1,000 or more employees). Experience with Informix databases, other relational databases, PostGresSQL database, Data warehouses, Business Intelligence tools and applications, development for mobile devices, and/or other emerging technologies.
Experience with system interfaces as microservice and API technologies.Training and experience with development methods and approaches to application security.
Direct knowledge and experience developing within the concepts, structures and ceremonies of the SAFe Agile Development Model.Preferred or trainable/on-the-job qualifications: Ten (10) or more years preferred experience employed as an application web developer.Institutional knowledge and direct experience as a web developer on systems operational within the criminal justice field (e.g. Corrections and sub-units of prisons, community supervision, rehabilitative programs, Boards of pardons and parole, Courts, Public Safety, Local Law Enforcement, Criminal Justice Commissions, etc.) Certifications and other formal qualifications in the computer science field.Supplemental Information:Employment contingent on passing a drug screening and a background check.Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.Preference may be given to current Division of Technology Services (DTS) employees.
