The Mayor's Office of Contract Services (MOCS) is a New York City oversight and service agency that manages procurement citywide, from planning and release of agency solicitations to payment of vendors. Annually, agencies procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS therefore aims to ensure that the procurement process remains fair, transparent, effici1ent and cost-effective.
MOCS makes it easier to do business through use of end-to-end technology tools, increases transparency by publication of enriched data and hosting public hearings, and strengthens procurement operations by providing direct assistance and resources to all stakeholders. MOCS also partners with agencies and vendors to identify areas for policy reform, resulting in ongoing process improvement to reduce administrative burdens and increase the positive impact of services on communities. The MOCS Director serves as the City Chief Procurement Officer.
MOCS team members operate in a collaborative, service-oriented environment, where flexibility and ability to achieve results are valued. Senior Analysts may conduct all duties relevant to Analysts in their assigned division and demonstrate an advanced level of expertise. Senior Analysts assume increased responsibilities and may train and provide ongoing support to other Analysts. All MOCS Analysts are expected to deliver timely and quality work products and services, participate in ongoing improvement activities, proactively deepen their knowledge of procurement and government operations, and will use modern technology software and hardware to complete daily duties. Senior Analysts also collaborate with other team members to implement projects, help to maintain and/or analyze operational data, and interact with external stakeholders.
DUTIES
- Provide timely, high-quality business support for Procurement Financials and deliver training to agencies and vendors.
- Participate in User Acceptance Testing (UAT) for new system features and provide actionable feedback to stakeholders.
- Collaborate in working sessions with Citywide colleagues for system and policy enhancements and lead the creation of user guides and FAQs for the Financials unit.
- Troubleshoot errors and defects, ensuring prompt resolution by following up on tickets and ensuring issues are addressed efficiently.
- Manage and mentor interns and analysts, working with the team to ensure that key projects are completed on time and within deadlines.
- Continuously develop professionally to enhance skills and knowledge in procurement, technology, government operations, public policy, and project management.
- Lead meetings on financial issues with external stakeholders, including Minority and Women-owned Business Enterprises (M/WBEs) and nonprofits.
- Take on special projects as assigned to support ongoing improvements and initiatives.
- Partner with MOCS Learning and Development to lead Citywide Procurement Financials training sessions hosted by DCAS and refine outreach strategies for external stakeholders
PREFERRED SKILLS

- Ability to meet deadlines, work independently, and maintain high attention to detail.
- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Power BI).
