This is a hybrid position with a mix of in-office and remote work. Work arrangements will be discussed with hiring managers per departmental guidelines.

Your role

Reporting to the Value Management Delivery Office (VMDO), the Real Estate Senior Portfolio Manager plays a pivotal matrix leadership role. Operating without direct hierarchical authority, you will act as the strategic and tactical orchestrator of the Corporation's real estate transformation. Your mission is to oversee the entire investment portfolio (Capex/Opex), ensuring rigorous alignment with corporate objectives, resource optimization, and standardized risk management.

As the key facilitator for the instances of the new real estate governance model, you will bridge the gap between technical teams, operations, service provider, and senior executive leadership.

The opportunity

CBC/Radio-Canada is implementing a rigorous portfolio approach to its real estate assets to achieve critical strategic objectives. This role offers the opportunity to be a driving force in ensuring that financed real estate projects align with the corporation's strategic goals, while maximizing the efficiency of financial resources. You will champion transparency, resource optimization, and risk management while supporting critical executive reporting.

Primary Duties and Responsibilities

Governance, Facilitation, and Strategic Alignment

  • Committee Leadership: Act as the primary leader and facilitator for the Steering Committee (SteerCo) and the operational Portfolio Sync instance. Actively support the executive Governance Committee.
  • Strategic Alignment (100% Target): Deploy and maintain an evaluation framework to ensure that 100% of funded real estate projects directly align with corporate priorities.
  • Arbitrage and Continuity: Structure prioritization and trade-off files throughout the year to ensure dynamic allocation of financial and human resources during monthly and quarterly reviews.

Capacity Management and Resource Optimization

  • Integrated Roadmap Planning: Maintain global and centralized visibility of the short-, medium-, and long-term real estate roadmap (annual and 5-year plans).
  • Demand/Capacity Balancing: Continuously assess internal and external team workloads against capacity envelopes to proactively anticipate bottlenecks and plan future requirements effectively.
  • Interdependency Management: Cross-analyze critical dependencies across different groups (Facilities Planning, Asset Management, Engineering, Leasing, Major Construction Projects) to eliminate operational conflicts.

Delivery and Synchronization

  • Dashboards and Visibility: Develop and maintain Key Performance Indicators (KPIs) and visual tracking tools to provide stakeholders with real-time visibility into costs, timelines, and expected benefits.
  • Data Integrity: Ensure the collection, centralization, and modeling of operational and financial portfolio data to support informed, value-driven decision-making.
  • Escalation process: Identify and resolve escalated tactical issues impeding project delivery, preparing files for the Governance Committee when required. Identify risk or issues that require escalation to the SteerCo for resolution.

Standardized Risk Management and Partner Tracking

  • Risk Management Process: Based on a risk-wise approach, drive informed risk management strategies, tracking action plans to reduce overall portfolio exposure.
  • Partner Performance Monitoring: Monitor the tactical and operational performance of PDS service provider, ensuring adherence to CBC/Radio-Canada’s quality control and compliance standards.

We are looking for a candidate with the following:

  • Seven (7) or more years of experience in project/program management, with at least three (3) years acting in a portfolio management or senior leadership role on complex initiatives.
  • Experience delivering large Real Estate projects and a strong understanding of what is involved in the maintenance of assets, modernization of workspaces, and transformation of owned/leased portfolios.
  • Strong financial acumen and understanding of both capital and operating expenditures within a real estate portfolio.
  • Expert ability to adapt communications and maintain alignment among diverse audiences, bridging the gap between highly technical teams, operational groups, and executive governance.
  • Strong proficiency in utilizing data tools to track portfolio performance metrics, turning complex, multi-location information into tailored summaries and comprehensive dashboards.
  • Strong stakeholder engagement and negotiation skills (internal and external) to navigate seemingly-conflicting requirements and manage expectations.
  • Bachelor’s degree in Architecture, Engineering, Business Administration, or equivalent experience and training.
  • Functional bilingualism (English/French).
  • Experience with Jira, Power BI, MS Project or similar tools is an asset.
  • Some travel may be required.
