Creative Corrections is actively recruiting exceptional candidates to be considered for a Senior Advisor position located in Washington, DC. This will be a contract role within the U.S. Department of State. TheU.S.DepartmentofStateistheleadinstitutionfortheconductofAmerican diplomacy and the Secretary of State is the President’s principal foreign policy advisor. Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): The Bureau of International Narcotics and Law Enforcement Affairs (INL) is part of the Under Secretariat for Arms Control and International Security (T) withintheDepartmentofState(DOS).INL’smissionistominimizetheimpactof international crime and illegal drugs on the United States and its citizens by providing effective foreign assistance and fostering global cooperation.

This position is contingent upon award of contract for BPA Call.

TITLE Senior Advisor

LOCATION Washington, DC.

SECURITY CLEARANCE A Top Secret security clearance with eligibility for access to sensitive compartmented information (SCI) is required for this position.However, the contractor may begin work with an interim Top Secret while they await their full TSsecurityclearance,andtheirworkloadshallmatchthatoftheirclearancelevel. Prior to requesting SCI, a full Top Secret is required.

The Senior Advisor serves as a principal counselor to the Assistant Secretary and INLFrontOfficeleadershipontransnationalorganizedcrime(TOC)andemerging globalsecurity threats.Theposition provides senior-levelstrategicanalysis,policy integration, and advisory support for INL and T. This position requires a deep understanding of transnational criminal organizations; extensive senior-level experience in national security, foreign policy, law enforcement, or related fields across government, international organizations, or strategic advisory roles; and strong leadership and communication skills.

PERIODOF PERFORMANCE

The period of performance for this order will be one (01) year from the date of awardwiththeoptiontoextendforsix(06)monthssubjecttoperformance,need, and funding.

DUTIES& RESPONSIBILITIES

UnderthedirectsupervisionoftheWashington-basedINL/FOChiefofStaffor his/her designee, the SeniorAdvisor will perform the following duties:

  • Must be a U.S. Citizen
  • Advise INLand T Front Office leadership on TOC and counternarcotics priorities,includingillegaldrugproductionandtrafficking,cartelandother criminal networks, and illicit financial flows.
  • Provide senior-level input on sensitive TOC initiatives, including interagencyoperations,foreignassistanceprogramming,andexecutive-level taskings.
  • LeadorsupportstrategicandpolicyreviewsaddressingevolvingTOCand counternarcotics threats and their implications for INL programming and U.S. foreignpolicy.
  • Integratelawenforcementandsecurityapproachestodismantleillicit economies and criminal organizations, particularly in high-risk environments.
  • SupportthedevelopmentandrefinementofTOC-specificbureau-wide strategies, programs, and guidance aligned with U.S. national security objectives.
  • AdviseINLwithintheinteragency,intergovernmentalmeetings,andoutside organizations on priority policy issues, presenting on Bureau and Department priorities as needed.
  • SupportcongressionalengagementrelatedtoTOCandcounternarcotics programs, including briefings, testimony preparation, and responses to oversight inquiries.
  • Assessemergingtrendssuchasconvergencebetweennarcoticstrafficking, organized crime, corruption,and illegal migration, and advise on programmatic and policy responses.
  • Cultivate and develop contacts with senior officers in partner federal agenciestomaintainappropriatevisibilityonlawenforcementprograms, objectives, and techniques relevant to formulating hypotheses and programmatic design to counter transnational criminal operations.
  • Leadspecialprojectsandinitiativesassignedbyseniorleadership.Final approval of any projects is provided by a USG direct hire.
  • Performotherdutiesasrequestedandassignedthataredirectlyrelatedto this Statement of Work.

MINIMUM QUALIFICATIONS

  • Aminimumoftwenty(20)yearsofrelated experience
  • DemonstratedknowledgeexperienceusingMicrosoftOffice Suite;
  • KnowledgeofandskillincorrectusageofEnglishgrammar,spelling, punctuation, capitalization and style.
  • Demonstrated experience developing strategies across interconnected subjectsrelatedtotransnationalorganizedcrime(e.g.gangviolenceand drug trafficking)
  • Experiencebriefinghigh-levelDepartmentoffices,congressionalstaff, interagency partners, and host government officials.
  • Demonstratedknowledgeoftransnationalcriminalthreatgroupsandtheir ideologies, strategies, capacities, and related U.S. policies.

PREFERRED QUALIFICATIONS

  • AMaster’sdegreefromanaccredited institution.
  • Aminimumoftwenty-five(25)yearsofseniorlevelexperienceinnational security, intelligence, or defense policy including roles addressing issues such as transnational crime, illicit finance, and counternarcotics

LEVELOF EFFORT

Hoursforthisfull-timepositionwillbeMondaythroughFriday,8hoursperday, 40 hours per week, incorporating thecorehours oftheDepartmentof State(9:00 AM to 3:00 PM).

TELEWORK

If applicable, telework is authorized only with prior INL Office Director, ContractingOfficer,andContractingOfficer’sRepresentativeapproval,in accordance with Department of State and INL policies.
