About the Program
The PNG Australia Transition to Health (PATH) is a six-year (2020-2026) health sector program funded by the Australian Government under the Papua New Guinea – Australia Partnership for Development. PATH works with the PNG Government to improve coverage and quality of health services for the people of PNG through effective, equitable, efficient, and inclusive interventions.
Guided by the National Department of Health (NDoH), Provincial Health Authorities (PHAs) and the Bougainville Department of Health (BDoH) are responsible for the delivery of health services across PNG.
PATH assists NDoH, PHAs and BDoH to strengthen systems for health service delivery targeting infectious diseases, and reproductive, maternal, newborn child and adolescent health, with a focus on promoting women’s leadership.
PATH’s end of investment outcomes (EOIO) are:
PHA’s more able to lead provincial health reform and manage effective, efficient, equitable and quality essential health services in selected provinces.
DFAT funded health services are demonstrating efficient and effective models of service delivery, influencing Provincial Health Authority (PHA) performance; and building sustainability by transitioning to PHA management in selected provinces.
PATH’s intermediate outcome (IO’s) are: PHA Leadership, Women in Leadership and Essential Health Services.
PATH is a locally led, adaptive, and politically informed program that seeks to maintain flexibility to respond to changing and local circumstances over the life of the program.
About the Opportunity
The Senior Accounts Officer, HSIP, will assist the Financial Controller by carrying out a range of financial and accounting activities in line with the best international practice; comply with the requirements of the Public Finance (Management) Act and Finance Instructions issued from time to time; and Development Partners specific requirements

Key accountabilities
The Senior Accounts Officer will be required to carry out a range of financial accounting activities as directed by the Financial Controller. The exact duties of the accountant will vary depending on the work priorities of the HSIP Accounts Section. These duties may include but is not necessarily limited to the following:
Manage the advances and acquittals process, which amounts to more than 10 million kina per annum. This includes:
Maintaining an up-to-date advance register.
Reviewing new advances to ensure they are compliant with the guidelines.
Reviewing acquittals to ensure all funds advanced are accounted for.
Maintain and update risk assessment register
Follow-up outstanding advance holders to ensure they are acquitted in a timely manner.
Preparation of monthly financial reports on advances.
Maintenance of the Fixed Asset register and carryout fixed asset stock-takes.
Accounts Receivable reconciliation
Accounts Payable reconciliations
Key deliverables
The expected outcomes are:
Provide monthly status reports to the HSIP Accounting Manager on the tasks allocated to the accountant.
Effectively manage the HSIP advances, which includes, proactively following up with advance holders any outstanding advances and ensure they are acquitted.
Ensure accounts payable are reconciled and paid in a timely manner.
Ensure fixed asset register is updated in a timely manner (on a monthly basis)
Ensure reports are accurate and are completed in a timely manner
Provide high-quality Monthly Reports to the HSIP Financial Controller, EM Corporate Service and other stakeholders as required (in accordance with CBSC reporting guidelines).

About You
For applications to be considered, a response to the key selection criteria below must be provided
Tertiary qualifications in Accounting, Business Management or related discipline.
Minimum of 5 years in a senior accounting role, preferably with experience in the government sector and a good understanding of PFMA policies, procedures and systems.
Demonstrated understanding of the PNG Health sector will be an advantage.
Comprehensive working knowledge of Microsoft Excel with demonstrated analytical skills and use of financial reporting tools.
Good written communication skills with demonstrated experience of preparing high-quality financial reports for senior management.
Effective time management, with proven delivery of activities and reports on schedule
CPA or working toward achieving CPA qualification will be advantageous
Experience in working with gender-based health programs and initiatives to support role of women will be highly regarded
Demonstrates high level of commitment, good team builder and maintains sound professional behaviour.
Team player with demonstrated interpersonal skills and ability to build network and work collaboratively as part of an effective team
Ability to work effectively and collaboratively to meet deadlines.
