The Senior Accountant prepares and analyzes financial statements including balance sheets, statement of revenues, expenses and change in net position, cash flow statements, notes and any other financial reports and schedules; maintains the accounting and financial systems and supports citywide accounting functions. This position will have a particular emphasis on accounting and financial reporting for the City’s utility and internal service funds. The position performs complex accounting analysis, reconciliations, year-end closing activities, and financial statement preparation with GAAP, BARS and GASB as well as the ability to incorporate the requirements into the City's reporting system. Accountant – Senior works under general supervision from the Accounting Supervisor, applying established procedures to financial record maintenance and report preparation and is required to provide guidance to less experienced staff.

Examples of duties

  • Responsible for the preparation of the Annual Comprehensive Financial Reports (ACFR); ensures accounting transactions are complete, accurate and free of material mistakes; exercises professional judgment in the application of GAAP, BARS and GASB principles and requirements; assembles financial statements and develops notes, schedules, and statistical section of the ACFR
  • Responsible for reconciliation, preparation and maintenance of the General Ledgers and city's financial sub-systems; includes preparing and filing of annual financial statements and reports to appropriate external agencies/authorities
  • Processes accounting transactions; verifies source documents for accuracy and completeness; identifies discrepancies and necessary researches; corrects errors; posts journal entries and reconciles city's financial sub-systems to General Ledger
  • Ensures financial processes are in compliance with state laws, applicable rules, the City's policies and procedures
  • Tracks and verifies accuracy and compliance of grant/interest/revenue records; coordinates with other agencies and departments for processing and allocation.
  • Assesses accounting needs, research applicable BARS accounts, and develops appropriate account coding within the City’s chart of accounts; Set up and maintains accounting codes and structures within the computerized financial system to meet requirements of the State Auditors; performs internal control procedures on accounting systems and ensure accuracy of financial reporting.
  • Provides technical advice to other departments on accounting policies, procedures and issues.
  • Prepares year-end closing statements
  • Prepares and submits sales and excise tax, leasehold excise tax
  • Reviews accounts receivable aging report and coordinates with departments on collection
  • Performs citywide petty cash audits; assists in formulating control procedures, accounting assumptions, processes, policies and standards of accounting for the City
  • Prepares and reconciles capital asset schedules including depreciation and amortization schedules; coordinates capital asset reporting, and prepares the journal entries
  • Prepares account analysis to respond to inquiries regarding financial statements
  • Prepares bank deposits; makes fund transfers and reconciles monthly bank statements
  • Conducts trend analysis; checking and balancing data to ensure anomalies are explained
  • Assists in implementing and assessing internal control processes and systems

Knowledge, Skills and Abilities

Knowledge of and Skills in

  • Principles, practices and application of Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) and State Budgeting Accounting and Reporting System (BARS) in relation to governmental budgeting and financial reporting.
  • Applicable Federal, State, City and departmental policies, procedures, regulations and laws
  • Data processing and analysis utilizing computerized financial systems

Abilities to

Qualifications

Education and Experience

  • Bachelor's degree in Accounting or related field and
  • Three (3) years accounting experience or equivalent
  • Municipal accounting experience preferred, or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

Licenses and Certificates

  • CPA or CMA preferred
