About the Team and Role

eBay’s Risk function fosters a marketplace where buyers and sellers can connect and transact securely. The Core Seller Risk Policy & Foundation team constructs decision systems and policy frameworks that drive trusted seller growth and shield buyers and eBay from fraud and abuse.

Our team manages the strategy and foundational capabilities for core seller lifecycle risk management. We build scalable, data-driven decision systems that measure risk across all phases of the seller journey. Our purpose is to offer effective risk controls while easing friction for legitimate sellers, promoting balanced marketplace growth.

As a Seller Risk Policy Manager, you will lead the development of seller lifecycle risk strategies across key decision points. You will combine data analysis, critical thinking, and cross-functional collaboration to find opportunities, build scalable decision frameworks, implement risk policies, and continuously improve business outcomes. Your work will directly impact marketplace trust, customer experience, and business growth through scalable, data-driven solutions implemented across eBay.

What You Will Accomplish

  • Develop seller lifecycle risk approaches across listing, transaction, payout, financial instruments, and other key seller lifecycle checkpoints.
  • Build scalable decision systems by developing standardized decision processes that enable consistent, efficient, and data-driven risk management across the seller journey.
  • Drive data-informed strategy by analyzing large-scale datasets, identifying emerging trends, quantifying business opportunities, and translating insights into measurable risk strategies.
  • Deliver end-to-end policy execution by defining business requirements, partnering with Product/Engineering/Rules, and implementing scalable decision logic.
  • Measure business performance through dashboards to evaluate policy efficiency, identify and communicate insights to collaborators.
  • Lead cross-functional initiatives by partnering with Decision Science, Engineering, Product, Rules, Risk Operations, Trust, and GCX or equivalent experience.
  • Modernize risk capabilities by finding opportunities to use AI and automation to improve decision quality, operational efficiency, and customer experience.

What You Will Bring

  • Bachelor’s degree in Statistics, Mathematics, Computer Science, Engineering, Economics, or another quantitative field. Master’s degree is a plus.
  • 3+ years of professional experience in data-driven strategy development. Experience in Risk Management is preferred.
  • Strong critical thinking and analytical abilities with the capacity to define unclear problems, formulate hypotheses, assess tradeoffs, and make data-driven decisions.
  • Skilled in SQL, Excel, and dashboarding tools (e.g., Tableau). Experience with experimentation and an interest in AI tools is a plus.
  • Understanding of ecommerce or digital risk management, including one or more of the following domains: user verification, payments ecosystems, stolen financial instruments, fraud prevention, or trust programs.
  • Outstanding written, verbal, and presentation abilities, with the capacity to convey complex analytical ideas to both technical and executive audiences.
  • Demonstrated ownership, curiosity, and a bias for action, with a track record of independently driving initiatives from problem definition through implementation.

Additional Details

The base pay range for this position is expected in the range below:

105,000-115,000

Base pay offered may vary depending on multiple individualized factors, including location, skills, and experience. The total compensation package for this position may also include other elements, including a target bonus and restricted stock units (as applicable) in addition to a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as PTO and parental leave). Details of participation in these benefit plans will be provided if an employee receives an offer of employment.

If hired, employees will be in an “at-will position” and the Company reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, Company or individual department/team performance, and market factors.
