This position serves as a Security Operations Center (SOC) Alert Specialist I monitoring multiple security technologies and other information sources to identify and detect potential information security incidents. In this role you will conduct limited analysis of system outputs, notifications and alerts to determine the validity and information security impact of the data based on training, policies and procedures In addition, you will review other sources of information as directed to classify and prioritize the alerts based on predetermined criteria. This position utilizes security monitoring technologies including, but not limited to, Security Information and Event Monitoring (SIEM) systems, anti-virus and other end-point monitoring systems, data loss prevention technologies, secure configuration monitoring systems, electronic mail and information system logs and log management systems. Essential Functions

• Under immediate supervision, serves as a Security Operations Center (SOC) Alert Specialist I for the Department of Innovation & Technology (DoIT) performing professional system services assignments of limited scope, including monitoring multiple security technologies and other information sources to identify and detect potential information security incidents.
• Performs limited assignments utilizing established policies, standards, and procedures to determine which security alerts and notifications should be identified as information security incidents, including collecting additional information from security systems, end-users, and other sources to document and communicate the existence of a security incident in a timely manner.
• Serves as an initial recipient of information security and cyber-security vulnerability and threat information received from information systems and sources including, but not limited to, information system vulnerability monitoring tools, the Multi-State Information Sharing and Analysis Center (MS-ISAC), the Illinois Statewide Terrorism Intelligence Center (STIC), software and hardware vendors, internal and security personnel.
• Assists senior security personnel during incident response activities of more serious and complex security incidents.
• Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
• Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill and mental development equivalent to completion of two (2) years of college with course work in computer science, system services, or directly related fields.
  OR
• Requires satisfactory completion of an agency sponsored training program.

Qualifying state employees in the Upward Mobility Program shall have the stated requirements of this classification waived by successful completion of specific proficiency tests and training programs.

Preferred Qualifications (In Order of Significance)

• Elementary knowledge of monitoring and reviewing security technologies, system outputs, alerts, and notifications to identify potential information security incidents.
• Elementary knowledge of analyzing and classifying security alerts using predetermined criteria, including the use of SIEM tools, endpoint monitoring systems, data loss prevention tools, log management systems, and other related security technologies.
• Elementary knowledge of determining, documenting, and communicating information security incidents by gathering additional information from security systems, end-users, and other sources in accordance with established policies and procedures.
• Elementary knowledge of performing initial triage of cybersecurity vulnerabilities and threat information from sources (such as MS-ISAC, STIC, vendors, internal security personnel) and communicating findings in a timely manner.
• Elementary knowledge of current information security trends, threats, tools, and techniques, including the ability to review security-related websites, blogs, reports, and training materials to remain updated on cybersecurity developments.
• Working knowledge of information security frameworks, including the National Institute of Standards and Technology (NIST) Cybersecurity Framework.
• Working knowledge of computer networking concepts and protocols, network security methodologies, emerging security issues, risks, vulnerabilities, and information security industry best practices.
• Working knowledge of what constitutes a network attack and the relationship to both threats and vulnerabilities.
