About the Program

A stable, prosperous, peaceful and resilient Papua New Guinea is critical to Australia’s interests. Australia is PNG’s largest development partner and a key partner on economic and security issues.

The Australia–Papua New Guinea Subnational Program (APSP) includes an enabling Facility and four program activities: Western Province Partnership, Kokoda Initiative Partnership, Subnational Governance Implementation Plan, and Bougainville Partnership. Each activity has its own outcomes, theory of change, operating approach, and monitoring and evaluation system.

The APSP Facility provides shared services to support delivery across all activities, including HR, finance and administration, safety and security, procurement and infrastructure, grants, fleet and transport, ICT, legal/contracts, GEDSI and safeguarding, communications, and MEL.

Abt Associates manages APSP under a single contract through to 2030. The centralised model drives value for money through back-office efficiencies, keeps key policy priorities (gender, disability, subnational governance and climate change) consistent across activities, and supports learning and adaptation between programs.

About the Program Activity

The Western Province Partnership (WPP) is a component of the APSP. WPP supports Australia and Western Province to foster stronger ties and better coordination to improve human and economic development, enabling infrastructure and regional security. The WPP is also nested under the Australia-PNG Western Province Strategy (2022-2030).

The WPP works toward the realisation of the following end of program outcomes (EOPO) by 2030:

Women and men participating in program activities have diversified livelihoods from agriculture and fisheries.

Targeted communities collaborate to strengthen welfare, production, and resilience.

Women contribute to decision-making and take on leadership roles in targeted provincial, district, and community structures.

Policy and practice at provincial and district levels are directed towards delivery of minimum priority services.

WPP is delivered through the following program components:

  • Water, sanitation and hygiene (WASH)

  • Community grants

  • Economic Initiatives Program

  • Gender Empowerment and Advocacy Program

  • Ranger program

  • Provincial capacity development

  • Disability support services

Abt’s Papua New Guinea headquarters are in Port Moresby; however, WPP operates primarily from Daru, with a small satellite facility and office in Morehead. The program delivers across a broad geographic area, supporting activities in multiple remote locations across Western Province, mostly in South Fly District. Western Province is a challenging operating environment, with complex logistics driven by distance, limited transport infrastructure and weather-related access constraints

About the Opportunity

The Security & Fleet Coordinator supports the APSP WPP team to operate safely and in compliance with the Abt PNG Security Risk Management Framework. Based in Daru, the role provides practical, day-to-day coordination of security processes, staff movements and travel monitoring, and supports local security preparedness and incident reporting.

The role also leads local fleet coordination for WPP vehicles and vessels, working closely with the Port Moresby-based fleet team to support safe and compliant fleet operations. This includes coordinating bookings and movements, maintaining core fleet records, and supporting maintenance and compliance requirements.

The Security & Fleet Coordinator will ensure a visible and systematic commitment to achieving gender equality at Abt.

Key Responsibilities

This role will be responsible for;

Security Coordination:

  • Conduct security risk assessments of WPP office locations and travel destinations as required, and support the WPP team to identify and implement practical risk mitigation measures.

  • Support the Team Leader and Deputy Team Leader with annual risk and security planning; review on-the-ground risk and security plans quarterly and undertake ad-hoc risk and security assessments as required.

  • Coordinate and monitor all in-field travel by staff, including journey management and regular check-ins via radio/mobile/satellite phone, and maintain staff movements/contact lists and check-in schedules.

  • Liaise with relevant authorities and local stakeholders, as appropriate, to support situational awareness, including weather checks for boat travel.

  • Support implementation of site security measures for WPP office and accommodation locations (e.g., access/keys, visitor procedures and basic security controls) in line with the Abt PNG Security Risk Management Framework.

  • Maintain security communications readiness by ensuring key communications equipment and procedures are current and functional (e.g., radio/satellite phone protocols, contact trees), and escalate issues as required.

  • Coordinate security inductions and briefings for staff, visitors and contractors in Daru, including reinforcing travel and movement requirements.

  • Support incident management by ensuring security incidents and near-misses are recorded, reported and escalated in a timely manner, and by tracking follow-up actions. Participate in preparedness activities (e.g., drills) as required to support crisis/evacuation readiness.

Fleet Coordination (Vehicles and Vessels):

  • Act as the local focal point for fleet movements in Daru, coordinating vehicle/vessel bookings, driver allocations and trip authorisations in close liaison with the Port Moresby-based fleet team.

  • Support the management of vehicle tracking software and ensure vehicles/vessels are used in accordance with Abt/Facility policies and approved movement procedures.

  • Coordinate fleet vehicle/vessel checks and manage routine maintenance, servicing and repairs, including maintaining maintenance schedules and accurate fleet files/records.

  • Support fleet compliance administration, including ensuring required documentation is current (e.g., registration, insurance, inspections) and that required safety equipment is available and serviceable (as applicable).

  • Support fuel management controls (e.g., fuel logs/reconciliation, monitoring unusual usage) in line with anti-fraud and compliance requirements.

  • Support fleet accident/incident management, including immediate notifications, documentation and coordination of repairs/insurance processes, and tracking corrective actions.

  • Supervise drivers and support driver onboarding/briefings and performance management, including reinforcing safe driving expectations and fatigue management requirements, and escalating issues as required.

Reporting & Relationships

  • Provide regular safety, security and fleet reports to the Security, Facilities and Logistics Lead, and support accurate maintenance of relevant registers, records and action trackers.

  • Assist in compliance with the APSP Operations Manual, particularly in relation to fleet, safety and security management, including supporting spot checks/audits as required.

  • Ensure effective filing and accurate document and data control across the WPP, including appropriate handling of sensitive security information.

  • Identify and report any cases of suspected fraud directly to the Deputy Team Leader and/or Financial Compliance section.

  • Work closely with Daru and Head Office to implement anti-fraud and zero tolerance to corruption leading practice across WPP activities.

  • Undertake other duties as required by the Facilities, Security and Logistics Lead and Team Leader.

About You

Qualifications

  • Appropriate qualifications – degree or relevant qualifications in risk management, security or administration.

  • Driver’s license.

  • Advanced First Aid (desirable).

Knowledge

  • Demonstrated understanding of risk, fleet management and security.

  • Knowledge of operational compliance and administration, including supporting spot checks/audits as required.

  • Understanding of PNG security, social and political context, and ability to work effectively with local stakeholders.

Skills/Experience

  • Five years’ relevant experience in risk, fleet management and security in support of program delivery within complex environments.

  • Demonstrated experience in security coordination, risk assessment and staff movement/journey management in a challenging operating environment.

  • Experience coordinating fleet operations (vehicles and/or vessels), including maintenance scheduling, compliance documentation and reporting.

  • Demonstrated ability to proactively deliver results for the program and stakeholders.

  • Ability to work independently and as part of a multi-cultural team; demonstrated ability to supervise and coordinate drivers/contractors and work collaboratively with geographically dispersed teams.

  • Sound administrative and operational skills and experience, including working knowledge of Microsoft Outlook, Word and Excel and accurate record keeping.

  • Good communication, interpersonal and problem-solving skills; good communication skills in English and Tok Pisin (written and verbal), with sound judgement under pressure.

  • Excellent time management and organisational skills, with a high level of attention to detail.

  • Proven ability to respond calmly and effectively to incidents and emergencies, and to follow established protocols and escalation pathways.

  • Computer literacy, including experience using MS Office and ideally fleet tracking or asset management systems.

  • Strong administrative skills, including the ability to manage sensitive information appropriately.

  • Punctual, responsible and reliable.
