Job Description

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to hire an Associate Staff Analyst for a position with the Source Water Protection Directorate, located in Kingston, New York.

Source Water Protection (SWP) is responsible for implementing a wide variety of partnership, regulatory and non-regulatory programs designed to protect and improve water quality in the water supply watershed. The Watershed Support Division supports the rest of SWP partly by managing a capital and expense budget of $120M, 50 formal contracts, and 200 procurements annually. The Budget & Procurement Chief will supervise a staff of three and be responsible for daily management of the capital and expense budget, processing contract actions, small procurements and wastewater treatment plant regulatory payments.

The Budget & Procurement Section Chief will be the Source Water Protection (SWP) point of contact for budget, contract and procurement issues with the Bureau and at times the Agency staff. The Section Chief will be responsible for tracking the SWP expense and capital budgets, assisting with annual expense spend plans, submitting capital plan updates, contract encumbrances and budget modifications as needed. They will guide procurements (up to $100,000) and formal contracts (over $100,000) submissions, ensuring the documentation is complete and issues are resolved in a timely manner. The Section Chief will also need to produce planned and ad hoc reports, keep internal spreadsheets and Bureau databases accurate and up-to-date, and conduct special projects as required. Specific duties include:

- Track the expense budget against the annual spending plan.

- Reconcile the expense budget against the Bureau database on a frequent basis and resolve discrepancies.

- Track the capital budget plans and utilization.

- Analyze budget needs and submit budget modifications as needed to ensure efficient use of available funding.

- Provide oversight of active contracts and procurements including tracking their budgets, encumbrances and payments.

- Process new contracts or contract modifications as needed.

- Afford oversight for new procurements and regulatory payments.

- Keep internal tracking systems current and accurate.

- Produce ad hoc budget and contract reports as requested.

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or

2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.

3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.

4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.

5.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.
