INTRODUCTION OF THE POST

The Project Portfolio Management Office (PPMO) is located within the Executive Directorate for Partnerships and Planning (EDPP), within the Planning and Development Directorate (PLD). The Executive Directorate Partnerships and Planning (EDPP) is responsible for overseeing and coordinating the strategic portfolio of INTERPOL in a comprehensive and cross-organizational fashion. The Planning and Development Directorate helps coordinate a number of strategic functions that, when combined, help refine, socialize and manage INTERPOL's strategic and project-based planning processes.

The PPMO was established as a unit overseeing the project management framework at INTERPOL, including internally and externally funded projects as well as externally funded contributions supporting line management activities. PPMO’s functions include project lifecycle support, data management and analysis, performance tracking, resource allocation oversight, and project prioritization.

Under the supervision of the Assistant Director, the Coordinator is responsible for following project-related matters at any stage of the project lifecycle, monitoring portfolio progress and resolving issues that may compromise delivery and benefits realization of INTERPOL projects. In this regard, s/he will share responsibility for developing/implementing project management standards and governance, share responsibility to accompany specific project initiation, planning and development, support the implementation of high-level monitoring and evaluation/closing exercises and reports, identifying improvements to the portfolio management practices. The incumbent will champion the development of a project management community across the Organization and oversee resource allocation at a portfolio-level to ensure it evolves to reflect strategic objectives and business priorities.

PRIMARY DUTIES

DUTY 1 - Project resource management
In shared responsibility and collaboration with the Senior Project Portfolio Manager and under supervision of the Assistant Director:

  • Improve resource allocation and effective deployment of Organization's resources by the efficient use of rosters and pools for project management roles supporting the Human Resources Management (HRM) Directorate.
  • Coordinate project management competency enhancement — ensuring that the knowledge, skills, abilities and characteristics associated with high performance in project management are available in INTERPOL.
  • Advise business units on project/programme team composition and capacity planning to ensure appropriate resource allocation and consistency amongst projects.
  • Ensure standardization of requirements and duties for project management staff throughout the Organization.
  • Deliver training on project management processes directly tied to the Organization.
  • Organize, in conjunction with the Staff Development Unit of INTERPOL, topic-specific trainings designed to respond to identified needs.
  • Act as a point of reference with the HRM Directorate in matters related to project team structures and project management roles.

DUTY 2 - Project management standards and governance
Bring a specific police management background in fostering police and legal aspects in project management in INTERPOL as a worldwide police organization. In light of this specific focus, contribute to:

  • Establish and monitor implementation of Project Management Policy, Guidelines, Templates, Specific Policies/Rules for specific areas of the project lifecyle.
  • Foster a project culture in the Organization, thus improving project performance in the long term.
  • Ensure the Project Management templates and specific policies/rules are updated to support achievement of Organization's goals and are amended in light of lessons learnt.
  • Provide guidance and awareness-building to business units on the application of the Project Management Policy and Guidelines.
  • Deliver training and awareness-building sessions on matters related to PPMO.

DUTY 3 - Portfolio management and other duties

In shared responsibility and collaboration with the Senior Project Portfolio Manager/Coordinator Data Management and Analysis, and under supervision of the Assistant Director:

  • Coordinate legal and contractual aspects with the legal office and procurement office of the Organization.
  • Strengthen synergies with other INTERPOL corporate functions in order to establish better flow of project-related information.
  • Accompany specific project initiation, planning and development, supports the implementation of high-level monitoring and evaluation/closing exercises and reports.
  • Identify improvements to the portfolio management practices.
  • Coordinate portfolio prioritization exercises, e.g. via implementation of a classification system for INTERPOL's portfolio of projects.
  • Undertake regular portfolio-level reviews to assess progress and produce reports and other available information to analyze trends and portfolio-level performance metrics.
  • Provide support to populate project/programme information in a consistent and reliable basis across the portfolio.
  • Provide support in the overall development and implementation of the unit's activities.
  • Produce key content on major portfolio documents such as the portfolio strategy and the PPMO roadmap.

DUTY 4 - Project lifecycle support

In shared responsibility, in absence of or in collaboration with the Senior Project Portfolio manager and under supervision of the Assistant Director:

  • Review project/programme documents ensuring compliance with Project Management Policy and Guidelines.
  • Accompany project teams, through project initiation, planning, revision and closure.
  • Provide advice, assessments and recommendations to senior management to ensure that management approval is obtained at critical junctures of the projects' lifecycle.
  • Develop new projects when the need arises, and in particular for transversal, cross-organizational projects (i.e. collect from the business all the needs and strategic intent behind a new idea and develop such idea into standardized project documents that will ultimately enable the project to come to life).
  • Monitor planning and high-level delivery, recommending further improvement of project performance indicators and logical frameworks.
  • Conduct evaluations of INTERPOL projects, acting as point of reference for project teams in the closing phase of projects.
  • Facilitate effective collaboration of project/programme contributors across units to identify risks and issues having an impact on the broader portfolio of INTEPOL projects.
  • Promote a results-based approach for monitoring and evaluation, emphasizing results, impact and sustainability.
  • Support senior management to capture lessons learnt from projects, promoting evaluation standards, quality assurance/control.
  • Review audit, programme evaluations, and/or results-oriented monitoring (ROM) observations and drafts appropriate responses in consultation with project teams.

DUTY 5 - Other duties

  • Support the Assistant Director in the continuous development of the Sub-Directorate, and when required represent the Sub-Directorate at external events, conferences and meetings.
  • Perform all other functions, duties, and responsibilities that may be necessary to ensure the smooth functioning of the Directorate as required by the hierarchy.

REQUIREMENTS

Training/Education required

  • Three-to-four years' education at an accredited University or other specialized higher education establishment in a relevant field.
  • Certification in the field of project management, e.g. PRINCE 2 or PMP certification is an asset.

Experience required

  • A minimum of 5 years' experience in law enforcement agencies or National Central Bureau, with exposure to project-management related matters.
  • Experience in planning and managing complex tasks with minimum supervision.
  • Experience working in an international or multicultural environment would be an asset.
  • Experience in legal aspects of policing would be an asset.

Languages

  • Fluency in English is required and proficiency in another official working language of the Organization (Arabic, French or Spanish) would be an additional asset.

Abilities required

  • Proficiency in using IT applications and computer-based project management tools.
  • Leadership to take on roles such as motivator, communicator and facilitator.
  • Effective communication skills to ensure sufficient information is available to projects/programme teams and top management on programme's objectives, status, changes, organizational standards and beneficiaries' needs.
  • Teamwork, particularly the ability to manage performance and collaborate effectively.
  • Feedback capabilities in order to maintain an understanding of the overall portfolio and its environment so that concerned parties are able to review the programme's status.
  • Problem-solving skills to tackle problems when they arise, trace them back to the root cause and craft solutions.
  • Self-motivated, methodological, and work collaboratively in a team or individually while meeting deadlines.
  • Proficiency of oral presentation to communicate effectively with team members, management and stakeholders.

  • Conflict management and negotiation — conferring with others to come to terms with them or to reach an agreement.

As part of our commitment to transparency throughout our recruitment process, INTERPOL's Staff Manual Regulation 11.4: Age-limit, which states that:

'Officials of the Organization shall not normally be retained in service beyond the age of 65 years. The Secretary General may, in exceptional cases and in the interests of the Organization, extend this age limit, in which case he shall inform the official concerned sufficiently in advance.'

Given this Regulation and in case candidates reach the age of 65 during the potential duration of the appointment, should they be selected for the position and the process proceed to appointment, the employment period may be affected by this regulatory limit and may therefore not extend for the full standard contract duration as published in the vacancy notice.
