TheSafetyandEnvironment (S&E) Manager is responsible for leading the implementation, assurance, and continuous improvement of theS&EManagement System across Alaskaactivities This role ensures full compliance with regulatory requirementsandcorporate standards, while promoting a strong safety culture and environmental stewardship in challenging Arctic operating conditions. Theposition plays a critical role inmanaging major accident hazards, ensuring environmentalprotection and regulatory compliance, and providing technicalS&Eleadership throughout the activitiesof Repsol in Alaska.In particular, theseactivities include:

  • OperatedExploration:Drilling and Seismic Campaignsinthe AK North Slope
  • OperatedEmergency Response, includingpreparedness for operating cargo lifting in Valdez
  • Non-Operated Exploration and Productionin the North Slope

Key Responsibilities

GeneralS&Eresponsibilities

  • Responsiblefor safe operations under Repsol control and for Environmental stewardship and regulatory compliance
  • Apply Repsol E&P’sS&EManagement System to Alaska Business Unit activity.
  • Ensure reportingofS&Emetric and information to Repsol E&P and Corporate, including incidents, environmental parameters,greenhouse gas emissions, risks, etc.

Operated Explorationprojects (seismic and drilling)

  • Define and implementSafety and Environmental (S&E) Plans
  • AssessS&Erisks associatedtothe projectConduct Risk Assessment Workshops
  • Develop the Permitting Roadmap,ensure the development of environmental studiesand deliverablesrequiredand interact with regulatory agencies, both Alaska State and Federal
  • Support in the identification ofstakeholders andpreparation ofstakeholdersmanagement plan
  • Develop and implementS&Eproceduresand deliverables
  • Coordinate bridging documents with contractors onS&Eissues
  • Conduct audits to contractors.Ensure implementation of corrective actions
  • PerformS&Eevaluation of contractors during tender processes, defineS&Erequirements in contracts
  • Monitor contractor compliance with Repsol standards and requirements
  • Contract Holder forS&Eservices
  • Prepare and implement emergency response plans required for the projectCoordinate emergency drills
  • Coordinate incident investigationsDevelop lessons learned from incidents and communicate external lessons learned to project stakeholders
  • Ensure compliance with OSHA and other Alaska Safety requirements
  • Implement preventive observations programand analyze the trends and definecorrective actions
  • HoldS&Emeetings, prepareS&Ereportsand superviseS&Epersonnel atsite

Emergency Response (cargo lifting in Valdez)

  • Contract Holder for Emergency Response services
  • Coordinator for emergency preparedness, responsible for the preparationand/or maintenanceof the C-Plans and directrelations with the relevant authorities
  • Organization of drills at all levels, including the organization of full deployment drills as required by Alaska Authorities
  • Performsaudits and assessments ofER contractors

Interface with Operator in Non-Operated Assets

  • Act as key S&E focal point with operators in non-operated assets.
  • Challenge operator performance where needed to ensure compliance and safety excellence.
  • Participation in Technical Committee Meetings
  • Monitor Operator’s performance, understand risks to Repsol and report accordingly
  • Audit Operator inS&Eissues.

Required Qualifications

  • Full U.S. work authorization without restrictions, conditions, or current/future sponsorship.
  • University Degree inScience orEngineering (Wells, Industrial, Chemical, Safety or Environmental Engineering)with specialization in QS&E
  • ProficientinS&EQ Management Systems ISO 14001, ISO45001, ISO 9001
  • Possess certification in NEBOSH or equivalent
  • Successful Fit to Work clearance and maintaining FTW requirements for working in remote areas

Required Experience

  • 12+ years' experienceinS&Eroles in Upstream O&G
  • Field operations (drilling, production, or O&M)
  • Leading S&E teams and programs
  • Environmental regulationsand permittingexperienceforprojects underAlaska State and Federalregulations
  • Experience in Arctic or extreme cold environments (e.g., Alaska North Slope, Canada, Arctic offshore)
  • Demonstrated experience working in: Extreme cold temperatures, Remote logistics environments, Ice/snow operations and seasonal constraints
  • Knowledge of Alaska State and FederalEnvironmental regulations, including the differences between permitting and environmental regulationsapplicable in Alaska State and Federal Lands
  • Knowledge of Winterization and cold-weather operational risks
  • Knowledge of Emergency response in remote locations
  • Knowledge of Oil spill responseregulations in AK and oil spill response techniques
  • Fluent in ICS Emergency Response
