The University of Alabama at Birmingham (UAB), Health Policy & Organization, is seeking a Scientist I for their Home Visiting Team within the Applied Evaluation Assessment Collaborative (AEAC). The AEAC Home Visiting Team provides direct training, technical assistance, data analysis, and continuous quality improvement initiatives while improving program outcomes and promoting best practices. Our work involves planning, developing, and reporting state and federal outcomes. This includes significant attention to data, program evaluation, and ongoing collaboration with Home Visiting Programs throughout our state of Alabama. We collaborate with government agencies, community organizations, and healthcare providers for effective training, learning principles, and cultural competence. The Scientist I is a professional-level position responsible for providing research, evaluation, and continuous quality improvement support to the Home Visiting Program. This position supports program quality, compliance, and outcomes through data analysis, fidelity monitoring, and application of evidence-based practices. This position exists to strengthen the quality, accountability, and effectiveness of the Home Visiting Program by embedding scientific and analytical expertise within program operations. By supporting evaluation, data-informed decision making, and continuous quality improvement, the Scientist I ensures that services are delivered consistently, align with evidence-based models, and meet funder and regulatory expectations.

Supportimplementationandmonitoring ofevidence-basedhomevisitingmodels (e.g.,Parents as Teachers, HIPPY, Nurse Family Partnership).
Designandsupportevaluation activitiesrelatedtochild,family,and system outcomes.
Analyzeprogramdatatoidentifytrends,strengths,andopportunitiesfor improvement; assess outcomes, and implementation fidelity.
Supervise and approve the developmentof custom data reports, in consultation withHomeVisitingDataAnalystandETOdevelopers,tosupportdatamonitoring andquality.
Maintain primary responsibility for ensuring data is collected correctly and in a timelymannerforyearlyreportsonparticipantdemographics,serviceutilization, andbenchmarks.
Interpretandtranslateresearchfindingsintoactionableguidanceforprogram leadership and staff.
Prepareinternalreports,summaries,anddashboardsforleadershipandprogram staff.
ContinuousQualityImprovement(CQI)
LeadorsupportCQIprocesses,includingPlanDoStudyAct(PDSA)cyclesand fidelitymonitoring.
Developdashboards,briefs,andreportsforinternallearningandexternal reporting.
Supportdataqualityassurance anddocumentation practices.
Assistprogramsinaligning practicewithADECEand MIECHVexpectations.
Coordinate and provide technical assistance for all MIECHV Continuous Quality Improvement (CQI)
Monitorfidelitytoevidence-basedmodelsandidentifyareasforimprovement.
Direct,design,anddeliver a continuousqualityimprovementplan,toincludelearning sessions, data analysis, and coaching.
Providedata-informedrecommendationstoleadershiptostrengthenprogram performance.
Research&Evidence-BasedPracticeSupport
Develop,analyze,anddisseminatereportstoADECEonamonthly,quarterly,bi-annual, and annual schedule.
Translateresearchfindingsintopracticalguidanceforprogramleadershipand staff.
Support alignment of program practices with evidence-based standards and requirements.
Assistwith the developmentofevaluationandreportingmaterialsforgrantsand audits.
Collaboration&TechnicalSupport
Provide technicalassistance, programevaluation, performance monitoring, quality assurance, continuous quality improvement, and research related to Alabama’s Maternal, Infant, and Early Childhood Home Visiting Program (MIECHV) and other funding sources (DHR, ADPH, Medicaid) in ADECE- supported First Teacher Home VisitingPrograms.

Annual Salary Range$63,125 - $95,000 (Commensurate with experience & qualifications)
Doctor of Philosophy, D.V.M. or M.D. degree in a related field and two (2) years of related experience OR M.D. and Master's degree. OR Master's degree and four (4) years of related experience OR Bachelor's degree and six (6) years of related experience required. Work experience may NOT substitute for education requirement.
Preferences
Master's degree or higher in a related field strongly preferred. Early Childhood Education, Child Development, Public Health, Psychology, Social Science, or Evaluation Experience with early childhood, home visiting, public health, or human services programs.
Familiarity with continuous quality improvement or implementation science practices.
Early intervention experience strongly preferred.
Home-based intervention helpful.
Experience with data analysis, program evaluation, research, and quality improvement.
Familiarity with electronic health records and health systems is a plus.
Knowledge/Skills/Abilities:
Strong written communication skills for reports and internal documentation.
Ability to interpret data and communicate findings clearly in writing and verbally.
Skilled at independent judgment, application of specialized knowledge, and analytical decision making.
Able to coordinate multiple moving pieces; can manage multiple priorities and adhere to strict deadlines.
Knowledge of MIECHV-funded or ADECE-funded programs.
An extensive CQI is needed to be successful in this role.
Knowledge and experience working within the early childhood system are helpful.
Skilled in the health development of parents, children, and youth with special needs.
Ability to work in a team setting.
