Job Description

The Scientist will provide guidance on air-related environmental issues and serve as the Companys Subject Matter Expert (SME) on air emissions reporting, specifically greenhouse gases (GHGs) and non-GHGs. The Scientist will collaborate with their peers within Environment, Health and Safety (EH&S), Investor Relations and Strategic Planning on environmental sustainability strategies and initiatives, and environmental disclosures. Support all operating departments on related project work and provide leadership on air reporting and emissions issues related to New York States Climate Leadership and Community Protection Act (CLCPA) compliance, including providing oversight and guidance to the various operating organizations on management of their GHG emissions, GHG emissions reduction strategies, and new regulatory programs to achieve environmental compliance, and promoting environmental excellence, sustainable operations and continuous improvement.

This position does not provide employment pursuant to the terms of a STEM OPT Training Plan.

Core Responsibilities

  • Maintain current knowledge of federal, New York State, and New York City regulations pertaining to air permitting, reporting, and compliance. Federal (40 CFR Parts 70 & 71), NYSDEC (6 NYCRR Part 201) and NYCDEP Air Pollution Code.
  • Provide support, interpretation and guidance on compliance with CLCPA state implementation plan, including Part 495 Sulfur Hexafluoride Standards and Reporting regulations; Part 253 NYS Mandatory GHG Reporting; and NYSDEC Cap and Invest program, including monitoring and tracking emissions and paying fees.
  • Monitor, track, and calculate CAA Section 185 Emissions Fees.
  • Serve as the Companys liaison with governmental agencies and manage official communications to applicable agencies, including critical correspondence related to air permitting and reporting regulations.
  • Assist operating departments in developing cost effective and efficient compliance strategies to reduce GHG emissions by providing technical and administrative support.
  • Oversee, coordinate, lead, and monitor the performance of special studies in support of air emissions goals and objectives.
  • Respond to applicable emergencies, provide direction to operating groups during such incidents and, as necessary, participate in EH&S Emergency Resource Mobilization.
  • Manage development, maintenance, and interpretation of applicable procedures and instructions, and support associated training.
  • Consult with Regulatory Services and the Law Department to obtain legal clarifications as needed and to analyze the impacts of regulatory changes on company operations.
  • Perform other related assignments as required by Senior Management.

Required Education/Experience

  • Bachelor's Degree in Engineering, Physical Science, Chemistry, Physics or Biological Science and 3 years of relevant experience or
  • Bachelor's Degree in Business or Social Sciences and 5 years of relevant experience

Relevant Work Experience

  • Demonstrated multiple and concurrent project management abilities, required.
  • Demonstrated ability to lead collaborative team efforts without direct reporting relationships, required.
  • Strong presentation and interpersonal skills, being effective working with all levels of the company from union employees to executives, required.
  • Knowledge of utility industry operations and position-related Federal and New York State laws and regulations, required.
  • Demonstrated familiarity with computer systems and desktop computer administration and database management, word processing, spreadsheet and presentation packages such as Word, Excel and PowerPoint, required.
  • Must be available to perform occasional off-hour functions, some of which may require working extended or non-traditional hours, required.
  • Must have strong understanding, experience and knowledge of federal, state and local air-related regulations, including but not limited to Part 495 Sulfur Hexafluoride Standards and Reporting, Part 253 Mandatory Greenhouse Gas Reporting, New York State Department of Environmental Conservation (DEC) Cap and Invest Program, compliance with CLCPA state implementation plan and Clean Air Act (CAA) Section 185 Emissions Fees, required.
  • Familiarity with position-related New York City and municipal codes, preferred.

Additional Physical Demands

  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
