Job Category: Public HealthPosition Objective: Provide services as a Scientific Program Manager in support of the overall functions of the National Center for Advancing Translational Sciences (NCATS) within the National Institutes of Health (NIH). The contractor shall support NCATS scientists engaging in high content screening experiments by advising on optimal equipment, control layout and performance, and assay conditions required to generate data that is reproducible. Collaborate with data scientists at NCATS to ensure data analysis pipelines and algorithms are reproducible and applicable to a wide range of scientific projects. Monitor and perform critical maintenance of preclinical laboratory equipment to ensure proper operation and prevent functional failure.
Duties and Responsibilities:
- Perform study design, management, decision making, workgroup material reviews and presentations. 1
- Coordinate and document projects from beginning to completion; monitor and report the status of completion, funding and results attained; provide progress reports.
- Provide research management and analytic support for a range of major projects, including development of research protocols, coordination of large scientific initiatives, designing and developing survey data collection instruments, developing computerized systems for data collection, reviewing and editing analytic databases.
- Collaborate with staff on the planning, implementation, coordination and evaluation of programs and initiatives in the assigned specialty area of research. 2
- Prepare data summaries, manuscripts, professional presentations and patient educational materials.
- Spearhead compilation, analysis and organization of scientific, program and related information; and develop and/or lead data analysis/ dyadic data analysis. 3
- Oversee all data management activities and development of data files for internal and external use as necessary.
- Plan, initiate, monitor and conduct administrative/portfolio analyses to evaluate the effectiveness of the program in meeting established goals.
- Review and summarize materials and data; gather and coordinate information for review; conduct data entry and file maintenance; edit and/or prepare text, data and charts.
- Attend and participate in multidisciplinary research team meetings and functions.
- Prepare briefing materials and summaries of meetings, workshops, and conferences.
- Attend review, scientific, in-house and various other meetings; provide minutes/reports and self-directed analysis when requested.
- Plan, organize and participate in technical meetings and consultations that convene diverse experts to advance key issues in scientific research.
- Troubleshoot and resolve operational problems related to clinical research protocols.
- Provide scientific evaluation and analysis to facilitate management of Programs related to bioinformatics and big data. 4
- Identify gaps in existing scientific knowledge and provide recommendations for future research efforts.
- Evaluate program activities to identify issues and develop recommendations for improvement.
- Develop and implement comprehensive studies of performance measures to evaluate program productivity, develop metrics and milestones to assess progress of the program.
- Work with staff on planning and implementing project-based activities; e.g., workshop planning, resource evaluation, communication strategy, assist with report writing/editing, etc.
- Contribute to the writing and development of executive summaries and reports to share with key partners.
- Track implementation of the Project; review progress in relation to the plan; work with the Project Team to revise the plan as needed; develop and maintain a project-tracking document.
- Meet with upper level management on a regular basis to provide oral reports on the status of on-going projects and to receive new assignments.
- Monitor automated robotic systems including coordinating use, maintaining and calibrating hardware and preparing screening libraries 5
- Coordinate and design activities related to the development, approvals and launching of new research funding concepts.
- Develop project specific plans and timelines needed to execute studies and research and other projects.
- Work with staff on the development and coordination of scientific initiatives.
- Develop and update project plans to accurately reflect milestones and resources for assigned or self-initiated projects.
- Develop and implement a comprehensive documentation procedure for projects, and portfolio monitoring activities.
- Meet with staff on a regular basis to provide oral reports on the status of on-going projects and to receive new assignments.
- Identify operational and technical problems; work with staff to identify a recommended action plan and solutions.
- Perform research in support of strategic planning for the program's research programs and coordinate and design activities related to the development, approvals and launching of new research funding concepts.
- Provide scientific and management support to staff on planning and implementation of projects, including setting priorities, managing assigned tasks, monitoring project status, reviewing deliverables, and providing status updates.
- Discuss directions and developing areas with leading authorities.
- Perform scientific and administrative reviews and analyses of applications/proposals from a programmatic viewpoint.
- Support NCATS scientists engaging in high content screening experiments by advising on optimal equipment, control layout and performance, and assay conditions required to generate data that is reproducible.
- Participate in daily scrum meetings to provide updates on in-progress work and status on blockers. Provide in-person support for scientists using high-content imaging instruments to ensure proper usage and damage prevention.
- Monitor and perform critical maintenance of preclinical laboratory equipment to ensure proper operation and prevent functional failure. Instrumentation includes but is not limited to Revvity Opera Phenix and Operetta CLS, Molecular Devices Image Express, Sartorius Incucyte SX5, Leica Microsystems SP8 Liachronic 1R Confocal Microscope and others.
- Provide information to instrument vendors regarding technical issues with high-content imaging instrument requiring remote or onsite visits for repair from the vendor
- Attend and participate in regularly scheduled RSC All-Hands meetings and RSC individual
- group meetings. Organize and conduct monthly training sessions for NCATS scientists on proper operation of high-content imaging instruments. Collaborate with NCATS ITRB staff as needed related to high content imaging data migration, data backup and server space management to ensure proper utilization of available resources. Create high quality figures as needed to support publication and communication of analysis findings. Present information to laboratory personnel in formal lectures and informal bench training.
- Maintain all required trainings to utilize BSL-2 and BSL-3 laboratories and handle HHS Select Toxins.
- Trainings are required by NIH and other safety oversight authorities. Trainings may be conducted online in most cases.
- Attend and participate in scientific research conferences to stay informed on current practices and future directions of the high content imaging field

QualificationsBasic

Qualifications:
- PhD in Molecular Biology or similar field of study
- Experience with compound and sample management expertise to enable high throughput
- Experience with screening applications, Agile Project management planning, conducting, and executing agile ceremonies
- Skilled in research conduct and compliance, project management and writing
- Demonstrates expertise with Microsoft MS Office Suite
