Job Category: Public HealthPosition Objective: The Scientific Program Manager shall provide services in support DMID/OD scientific program operations. The Scientific Program Manager will serve as a senior-level program management resource responsible for the design, implementation, analysis, and continuous improvement of policies, procedures, and operational frameworks governing DMID scientific programs.
The Contractor shall work closely with the DMID Director and senior leadership to ensure effective coordination, performance monitoring, and strategic planning across the division’s programs. Services shall enable data-driven decision-making, enhance operational efficiency, and ensure programmatic coherence across DMID’s research and scientific activities.
Duties and Responsibilities:
- Design, implement, and manage policies and procedures supporting DMID scientific programs.
- Analyze existing scientific program policies, workflows, and governance structures; identify gaps and inefficiencies; and develop and recommend improvements.
- Independently develop, monitor, and maintain scientific program metrics, dashboards, and analytic products.
- Collect, analyze, and synthesize scientific program data to support leadership decision-making.
- Assess current scientific programs and initiatives; propose enhancements, process improvements, and new initiatives aligned with DMID strategic priorities.
- Prepare high-quality written reports, briefings, and summaries to keep the Director and senior leadership informed of program status, risks, and opportunities.
- Coordinate and support strategic planning activities, including development of short- and long-term programmatic plans.
- Collaborate with upper management, scientific leadership, and internal stakeholders to ensure alignment across programs.
- Assist in the preparation of materials for internal and external reviews, leadership briefings, and governance processes.
- Coordinate workshops, meetings, and programmatic reviews related to DMID scientific operations.
- Develop educational, guidance, and reference materials to support staff understanding of policies, procedures, and program requirements.

QualificationsBasic

Qualifications:
- Ph.D. in Biology, Life Sciences, or a closely related scientific discipline OR Masters degree with a minimum of five (5) years of specialized scientific or program management experience equivalent to a Ph.D. level role.
- Demonstrated expertise in scientific program management, policy development, and operational analysis.
- Broad knowledge of scientific research environments and federally supported research programs.
- Demonstrated experience developing policies, procedures, and performance metrics for complex scientific programs.
- Proven ability to analyze program data and translate findings into actionable recommendations.
Preferred

Qualifications:
- Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook).
- Demonstrated ability to collaborate effectively with senior leadership and multidisciplinary teams.
- Excellent written and oral communication skills, including experience preparing reports and briefings for senior leadership.
- Strong managerial, organizational, and analytical skills with the ability to operate independently.
