JOB PURPOSE:

Under limited supervision serves as the SCEIS Operations Assistant for the SCEIS Operations unit of Human Resources. Responsible for assisting with the processing of personnel and position actions, maintaining scanning and filing of related documentation, and ensuring quality and compliance with established Agency, Comptroller General, and DSHR guidelines.

JOB RESPONSIBILITIES:

  • Assists with the accurate entry of new hires in accordance with established payroll deadlines to prevent underpayment.
  • Assists with keying miscellaneous updates for existing employees.
  • Assists in ensuring overtime flags are established for eligible employees.
  • Runs simulations to ensure employees are being compensated correctly.
  • Creates and files personnel files for all new hires according to guidelines.
  • Assists with processing all pay-affecting transactions in SCEIS, including but not limited to promotions, demotions, reclassifications, salary adjustments, and reassignments.
  • Executes PA actions as necessary.
  • Assists in scanning and filing all documentation related to the keying of actions promptly.
  • Assists with SCEIS data maintenance to include report monitoring to ensure employees are compensated accurately and in accordance with state and federal guidelines.
  • Assists with annual Universal EPMS upload and manual entry.
  • Assists with the verification of prior state employment for new hires and transferred employees to ensure accuracy of state hire date, annual leave accrual date, and FMLA eligibility date.
  • Responsible for sending state service verification forms to state agencies for transferred employees.
  • Corresponds with employees, department heads, Comptroller General's (CG's) Office, and State Treasurer's Office regarding SCEIS-related issues.
  • Assists with verification of employment forms and inquiries.
  • Performs other job-related duties as assigned.

Examples of duties

STATE MINIMUM REQUIREMENTS:

A high school diploma and administrative experience. A bachelor's degree may be substituted for the required work experience.

ADDITIONAL REQUIREMENTS:

  • Must have knowledge and ability to interpret policies and procedures relevant to the area of human resources.
  • Must have the ability to interact with all levels of management, and ability to communicate and work effectively with others.
  • Knowledge of Microsoft Office, skilled in Excel, and experience in the South Carolina Enterprise Information System (SCEIS) is preferred.
  • Must be able to interpret the SC State HR Regulations as applicable to SCEIS transactions.
  • General supervision; annually scheduled performance reviews.

This position performs duties relating to the custody, control, transportation, or recapture of youth within the jurisdiction of the Department of Juvenile Justice, and the employee may have direct contact with youth within the jurisdiction of the Department of Juvenile Justice.
Training applicable to these duties will be provided.
