Advanced technical and analytical work with responsibilities for planning, design, and implementation for all aspects of the water and wastewater treatment data acquisition, process control and telemetry infrastructure. Facilitates the development of public trust and confidence in the City and its Utility.



This position is considered an "Essential Position" for the purpose of Emergency Management. Emergency duties will be assigned as needed. This position requires 24 hours a day, 7 days per week availability during City of Port St Lucie emergencies, as determined by City Administrators, Emergency Manager or City Officials.

Examples of duties

  • Keeps the mission, vision, and values of the City of Port St. Lucie and Utility Systems Department at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations
  • Oversees lift station start-ups and ensure proper operation and communication to plant.
  • Works with plant operators to understand plant processes.
  • Monitors and interact with subcontractors and integrators in any and all Supervisory Control and Data Acquisition (SCADA) related issues.
  • Maintains SCADA fiber optics network including fusion and cam splicing as needed.
  • Maintains SCADA switches, hubs and appurtenances related to the SCADA network.
  • Regular and punctual attendance.
  • Troubleshoots, repair and maintain PLC, HMI and RF problems.
  • Reviews Specifications, maintain files, schematics, and O&M manuals.
  • Completes corrective and preventative maintenance work orders.
  • Troubleshoots Window Software, Microsoft Office, XL Reporter, WIN911, Proficy iFIX and iHistorian software on a regular basis.
  • Troubleshoots and repair process and control equipment on a rotating on-call basis.

Qualifications

EDUCATION AND/OR EXPERIENCE

Graduation from an accredited high school or possession of an acceptable equivalency diploma required. Graduation from an accredited college or university with an Associate’s Degree in Computer Science, Electronics Technologies or have taken accredited college courses in related field preferred. Two (2) years’ experience as an Instrumentation & Controls Technician and prior Utility experience preferred.

A comparable amount of training, education, or experience may be substituted for the minimum qualifications.

CERTIFICATES, LICENSES, REGISTRATIONS

  • Possession of valid driver’s license and maintenance of clean driving record required with the ability to obtain a valid Florida driver’s license within 30 days from date of hire.

KNOWLEDGE, SKILLS & ABILITIES

  • Networking skills using software and routers and switches.
  • Skilled in radio technologies and telemetry involving SCADA system.
  • Basic knowledge of fiber optic systems and how they interface with electrical equipment, including troubleshooting and repair.
  • Experience in setting up control loops and analog signals for chemical feed systems to optimize usage efficiency of operation.
  • Knowledge in motor controls including VFD operation and soft start technology and how these are integrated into control strategies.
  • Thorough knowledge of various RF modem configuration software, computers in general, PLC ladder logic programming, configuration and troubleshooting
  • Considerable knowledge and understanding of electronic controls and circuits.
  • Considerable knowledge of the methods, practices and testing equipment used in instrumentation repair and maintenance work.
  • Ability to establish and maintain effective working relationships with employees and the public.
  • Ability to focus on the positive in every situation.
  • Ability to stay centered when challenged.
  • Ability to model respect for individuals, teams, and the organization.
  • Ability to establish and maintain the trust and confidence of the department and public.
