Main Purpose and Function

The primary purpose of this position is to collaborate with business stakeholders to define, design, implement, and support enterprise planning, budgeting, forecasting, and financial performance management solutions using SAP Analytics Cloud (SAC) Planning. This position serves as the functional lead for planning transformation initiatives, ensuring business requirements are translated into scalable and sustainable planning solutions that improve decision-making, forecasting accuracy, and operational efficiency.

The SAP SAC Planning Business Analyst leads planning and performance management projects through all phases of the solution lifecycle, including business process analysis, requirements gathering, solution design, model development, testing, deployment, training, and ongoing support. The role acts as a key liaison between Financial Planning and SAP teams to ensure planning solutions align with organizational objectives and industry best practices.

This position provides ongoing support for financial planning, operational planning, capital planning, workforce planning, and management reporting processes. The incumbent has access to highly confidential financial and operational information and provides recommendations that may impact budgeting decisions, resource allocation, workforce planning, operational performance, and strategic initiatives.

Specific Duties and Responsibilities

  • Partner with Finance and Planning team stakeholders to understand planning and forecasting requirements.
  • Analyze existing budgeting, forecasting, and planning processes and recommend process improvements and automation opportunities.
  • Lead the design, configuration, and support of SAP Analytics Cloud Planning models, versions, dimensions, hierarchies, measures, and business rules.
  • Design and implement driver-based planning, rolling forecasts, scenario planning, long-range planning, and what-if analysis solutions.
  • Develop and maintain planning workflows, calendar processes, data actions, allocations, advanced formulas, and business process controls within SAC.
  • Configure and support budgeting, forecasting, workforce planning, project planning, capital investment planning, and operational planning processes.
  • Collaborate with business users to define planning assumptions, key drivers, allocation methodologies, and performance metrics.
  • Support financial consolidation, planning, and reporting requirements through integration with SAP S/4HANA, SAP BW/4HANA, SAP Datasphere, and other enterprise systems.
  • Design and maintain planning input forms, planning stories, dashboards, and management reporting solutions.
  • Develop functional specifications and work with technical teams on data integration, security, and system enhancements.
  • Facilitate planning workshops, requirements sessions, design reviews, testing activities, and user acceptance testing.
  • Coordinate annual budget cycles, quarterly forecasts, and monthly planning activities from a systems perspective.
  • Monitor planning model performance, data quality, and system integrity and implement continuous improvements.
  • Provide production support, troubleshoot planning issues, and coordinate resolution with technical teams and vendors.
  • Develop and maintain planning process documentation, configuration documentation, user guides, training materials, and governance standards.
  • Deliver end-user training and provide ongoing coaching to planning stakeholders.
  • Evaluate new SAC Planning functionality and recommend adoption of new capabilities where beneficial.
  • Support organizational planning maturity initiatives and promote best practices in integrated business planning.

Qualifications

Education and Experience:

  • Bachelor's degree in Business Administration, Accounting, Finance, Information Systems, Computer Science, or a related discipline.
  • Minimum 5 years of experience implementing and supporting SAP Analytics Cloud Planning solutions.
  • SAP Analytics Cloud Planning certification preferred.
  • CPA, CMA, CFA, FP&A certification, or equivalent financial planning credentials are considered an asset.

Knowledge, Skills and Abilities:

  • Experience in SAP (SAC) to support finance team with enterprise budgeting, forecasting, financial planning, and performance management initiatives.
  • Strong experience designing and configuring SAC Planning models, versions, dimensions, hierarchies, and planning structures.

  • Strong understanding of financial planning processes including:
    • Operating Expense (OPEX) Planning
    • Capital Expense (CAPEX) Planning
    • Revenue Planning
    • Cost Center Planning
    • Project Forecasting
    • Workforce Planning

Technical Knowledge

  • Advanced knowledge of SAP Analytics Cloud Planning architecture and best practices.
  • Experience with SAC Data Actions, Advanced Formula scripting, Multi Actions, and Planning Process Design.
  • Knowledge of SAP S/4HANA Finance, SAP Controlling (CO), Project Systems (PS), Investment Management (IM), and Profitability Analysis (CO-PA).
  • Understanding of planning data models, dimensional modeling, master data management, and security design.
  • Experience with SAP Datasphere, BW/4HANA, Embedded Analytics, and planning integrations.
  • Knowledge of SAP Business Technology Platform (BTP) and planning-related innovations is desirable.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
