The Executive Office of Housing and Livable Communities ( EOHLC) is seeking a Salesforce Developer Lead in the Deputy Secretary’s Office/Information Technology!

AGENCY MISSION:

The Executive Office of Housing and Livable Communities (EOHLC) is responsible for building more homes and lowering housing costs across the Commonwealth through partnerships with municipalities, housing authorities, and community stakeholders.

The Salesforce Developer Lead supports Executive Office of Housing and Livable Communities (EOHLC) Salesforce platform operations, support and maintenance activities, application enhancements, integrations, release management, and ongoing platform modernization efforts. The incumbent provides advanced technical oversight and guidance to internal development teams, oversees solution design and technical deliverables, ensures platform stability and code quality, manages complex integrations, establishes development and governance standards, and leads the full Salesforce DevOps and release management lifecycle with expert-level Copado knowledge.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):

1.Support and oversee Salesforce platform operations, support and maintenance activities, application enhancements, integrations, and ongoing platform modernization efforts across the organization.

2.Provide advanced technical guidance and oversight to internal Salesforce developers and administrators, ensuring best practices, code quality, consistency, and maintainable solution development.

3.Design, build, support, and enhance Salesforce applications using Apex, Lightning Web Components (LWC), Visualforce, Flows, OmniStudio, OmniScripts, and advanced Salesforce configuration capabilities.

4.Review and oversee development activities involving Apex, LWC, Visualforce, Flows, OmniScripts, integration patterns, and configurable Salesforce solutions.

5.Monitor and coordinate development activities across internal teams to ensure alignment with architectural standards, timelines, release schedules, and quality objectives.

6.Design and support integrations between Salesforce, Snowflake, and other enterprise systems while ensuring scalable, secure, and reliable data exchange.

7.Develop and maintain integrations using REST/SOAP APIs, middleware platforms, ETL tools, and third-party applications.

8.Manage environment strategy, sandbox management, version control, metadata deployments, and CI/CD processes using Copado.

9.Coordinate release management activities including deployment planning, pipeline governance, promotion strategy, quality validation, and production support.

10.Partner with project managers and business stakeholders to ensure technical deliverables, risks, dependencies, and implementation expectations are properly documented and communicated.

11.Perform advanced Salesforce administration activities including security configuration, profiles, roles, permission sets, system monitoring, user support, and data integrity management.

12.Conduct technical assessments of automation, code, OmniScripts, integrations, and platform configurations to identify optimization opportunities and operational risks.

13.Produce and maintain technical documentation including architecture diagrams, deployment procedures, integration specifications, operational support documentation, and release notes.

14.Stay current with Salesforce platform releases, emerging technologies, and industry best practices to proactively recommend improvements and modernization opportunities.

15.Collaborate with cross-functional teams and business stakeholders to translate operational and business requirements into scalable, secure, and maintainable Salesforce solutions.

16.May supervise staff.

17.Other duties as assigned.

PREFERRED QUALIFICATIONS:

1.Minimum 7+ years of experience in Salesforce development and architecture.

2.5+ years designing and implementing complex integrations with APIs, middleware, or ETL platforms.

3.Proven ability to lead and mentor other developers and manage technical delivery across multiple teams.

4.Strong hands-on experience with Apex, Visualforce, Lightning Web Components (LWC), SOQL/SOSL, Flows, OmniScript/OmniStudio, and Salesforce automation.

5.Expert-level experience with Copado, CI/CD pipelines, branching strategy, and release management.

6.Strong understanding of Salesforce architecture, security model, data modeling, and integration patterns.

7.Strong understanding of Salesforce sharing rules, security architecture, and SSO implementation

8.Experience in data modeling, data management best practices, and enterprise-level reporting strategies

9.Excellent communication skills with the ability to work with both technical and non-technical stakeholders.

10.Ability to work independently, manage multiple priorities, and drive solutions from design through deployment.

11.Salesforce certifications (Developer, Architect, Admin) strongly preferred.

12.Experience supervising staff.

This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days, as needed.

Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range.

Education, licensure and certifications will be verified in accordance with the Human Resources Division’s Hiring Guidelines. Qualifications

Minimum Entrance Requirements:

Applicants must have (A) at least three (3) years of full-time or equivalent part-time professional or practical experience in the field of information technology application development and support, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate’s degree in a related field may substitute for one (1) year of the required experience.

II. A Bachelor’s degree or higher in a related field may substitute for two (2) years of the required experience.

III. A Master’s degree or higher in a related field may substitute for the required experience.
