General Summary:

Develops, provides and conducts overall safety and safety specific technical training programs for all aspects of system safety development and safety administration as required by the Dallas Area Rapid Transit (DART)Agency Safety and Compliance Department and the Safety Management System (SMS), Public Transportation Agency Safety Plan. Performs safety administrative duties in all divisions as required.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Develops, recommends, implements and identifies training programs consistent with agency/department goals and objectives in conjunction with SMS.
  • Develops or modifies lesson plans in accordance with Operating, Maintenance and Safety rules, standard operating procedures, incident investigation and safety related audit findings.
  • Conducts safety training for all DART Employees. Provides Train-the-Trainer safety instruction for Supervisors as required.
  • Facilitates Adult CPR/AED, Operation Life Saver classes, De-Escalation Training, and Occupational Training as required.
  • Makes recommendations and assists in the development of new safety policies and procedures.
  • Instructs and demonstrates safety related techniques to increase awareness of personnel regarding wayside equipment and procedures, bus and LRV operation, shop safety, facility safety, office safety, emergency and standard operating procedures.
  • Review reports to determine causative factors and communicate findings to determine safety training requirements for employees and management.
  • Prepares and coordinates written reports and curriculum drafts in conjunction with FTA Regulations, TxDOT requirements, Safety staff and management as required.
  • Develops and maintains agency databases and spreadsheets documenting safety training statistics.
  • Review hazard ID workflow to identify specific training requirements based on the information captured.
  • Assists in development of safety related manuals.
  • Establishes measurements to evaluate the effectiveness of safety and health training programs and prepares internal reports and studies relating to all aspects of SMS.
  • Determines the need for technical surveys /appraisals by related specialists to identify conditions that may affect the health and safety of employees and the public.
  • Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED

Note An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  • Bachelor’s degree from an accredited college or university in Safety, Business Administration or related field.
  • Four (4) years of directly related experience in training and/or safety to include two (2) years of experience in government/transit operations. Certification as an instructor is preferred.
  • Proficiency of PC software applications to include Microsoft Office or other related software applications.
  • Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
  • Bi-lingual preferred - Fluent in Spanish.
  • Knowledge of transit operating practices.
  • Ability to work irregular hours and on short notice.
  • Analytical and creative skills to find solutions to complex interpersonal, technical and administrative problems.
  • Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.

WORKING CONDITIONS

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
