Summary

Under the direction of the Human Resources Department, the Safety & Risk Coordinator supports the administration and continuous improvement of the City’s comprehensive safety and risk management programs. This position serves as a highly visible citywide safety partner and resource, working collaboratively across departments to promote a strong culture of safety, accountability, prevention, and employee well-being.

The Safety & Risk Coordinator develops strong cross-functional relationships with employees, supervisors, managers, citizens, vendors, and department leadership and serves as a trusted resource for workplace safety and risk-related matters. The position requires an individual who is approachable, service-oriented, confident presenting to groups, comfortable communicating with employees at all levels of the organization, and able to discuss issues effectively with citizens and insurance adjusters.

As a member of the Human Resources Department, the Risk & Safety Coordinator is expected to approach safety through an employee-service mindset, supporting the HR mission and core values while balancing regulatory compliance and the operational needs of City departments.

Posted pay range is the starting salary. Pay rate offered is based on experience.

Examples of duties

  • Serves as a visible, accessible, and trusted citywide safety resource, building collaborative relationships across all levels of the organization to identify safety needs, address concerns, and develop proactive strategies that promote shared ownership of workplace safety, employee wellness, engagement, and organizational effectiveness.
  • Proactively supports the development, implementation, evaluation, and continuous improvement of citywide occupational health and safety programs, policies, and initiatives to reduce workplace hazards, injuries, and illnesses. Develops and delivers engaging safety training, presentations, campaigns, and educational programs, communicating safety expectations and technical information in a clear, practical, and approachable manner across all levels of the organization.
  • Analyzes safety trends, incident data, workers’ compensation information, and other performance indicators to identify areas of risk and opportunities for prevention and continuous improvement.
  • Conducts workplace safety inspections, observations, assessments, job hazard analyses, and reviews of incidents, injuries, near misses, and other safety concerns. Partners with departments to identify hazards and root causes and to develop, implement, monitor, and follow up on corrective actions and prevention strategies that reduce workplace risk and prevent recurrence.
  • Supports the City’s workers’ compensation, liability, occupational safety, return-to-work, and risk management programs by ensuring timely and accurate claims documentation and required filings. Coordinates with employees, departments, insurance carriers, claims representatives, medical providers, and other stakeholders to facilitate effective claims management and return-to-work processes.
  • Maintains current knowledge of applicable federal, state, and local occupational safety requirements, industry standards, and municipal best practices and assists with emergency preparedness, special projects, and other risk management initiatives.
  • Performs other duties as assigned.

Knowledge, Skills & Abilities

Safety & Risk Management

Working knowledge of occupational safety principles, hazard identification, accident prevention, incident investigation, workers’ compensation, risk mitigation, and applicable workplace safety regulations, Texas Workers’ Compensation law, OSHA, and other safety and health regulatory agencies, Federal, State, and Local laws and ordinances governing Occupational Safety and Risk Management.

Relationship Building

Ability to establish credibility and build effective, collaborative working relationships across departments, job classifications, and organizational levels. Uses an approachable and professional communication style to foster trust, influence others, and promote cooperation. Models the Human Resources Department’s mission and values by serving employees and supporting departments as a trusted organizational partner. Exercises patience, professionalism, sound judgment, and diplomacy when interacting with employees, citizens, insurance representatives, claims professionals, and other stakeholders regarding workers’ compensation, liability, safety, and risk-related matters.

Ability to confidently facilitate meetings, conduct training, deliver presentations, and communicate with employees ranging from frontline staff to executive leadership while continuously demonstrating patience, professionalism, sound judgment, and effective communication.

Education

  • Bachelor’s degree from an accredited college or university in Occupational Safety, Risk Management, Human Resources, Public Administration, Business Administration, Emergency Management, or a related field.
  • Three (3) years of experience in occupational safety, risk management, workers’ compensation, employee safety, or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities may be considered.

Preferred Qualifications

  • Experience working in municipal government, public sector, or a complex multi-department organization.
  • Experience conducting employee training and delivering presentations.
  • Experience with workers’ compensation, incident investigation, safety inspections, or risk management programs.
  • Professional safety or risk management certifications or demonstrated progress toward certification.
  • Experience partnering with operational departments and frontline employees.

Supplemental information

  • Valid Class C Texas driver’s license is required.

Preferred Certifications

  • Associate Safety Professional (ASP), or
  • Certified Safety Professional (CSP), or
  • Associate in Risk Management for Public Entities (ARM-P), or
  • Other RIMS certification or other relevant safety, insurance, or risk management certification may be considered.

The successful Safety & Risk Coordinator will be someone employees know, trust, and feel comfortable approaching. They will spend time learning City operations, developing relationships, being visible in departments, and helping employees and leaders see Safety & Risk as a partner rather than simply a compliance function.

Success will be measured not only by regulatory compliance and reduced risk, but also by the Safety & Risk Coordinator’s ability to build credibility, increase safety awareness, strengthen departmental partnerships, improve communication, and contribute to a culture where employees actively participate in keeping themselves and one another safe.
