Air Safety Support International Ltd (ASSI) is a wholly owned subsidiary of the UK Civil Aviation Authority. Established in 2003, ASSI supports the development of civil aviation safety regulation in the UK Overseas Territories (OTs). Its mission is “To ensure, in an inclusive and sustainable manner, that the UK meets its international obligations in respect of aviation safety regulation within the UK Overseas Territories".

The Role

The role supports ASSI in delivering a cohesive and effective system of civil aviation safety and security regulation across the UK Overseas Territories (UKOTs). This is achieved by working collaboratively with Overseas Territory Aviation Authorities, Governors, service providers, and the UK Government.

The role leads the delivery, governance and continuous improvement of the State Safety Programme (SSP) and associated Safety Plans for the UKOTs of Anguilla, the British Virgin Islands, Montserrat and St Helena, and drive parallel development across Bermuda, the Cayman Islands, the Falkland Islands, and the Turks and Caicos Islands. Oversee business and safety risk management, champion effective use of Centrik safety management system, and exercise delegated regulatory authority in dangerous goods oversight, abbreviated ramp inspections, and related approvals. Provide expert advice on ICAO Annexes 18 and 19, represent ASSI with external partners and international bodies, and lead one direct report to deliver measurable improvements in safety performance and regulatory outcomes.

Core Accountabilities

• Lead and oversee the maintenance, development and continuous improvement of the State Safety Programme (SSP) for ASSI, aligned to ICAO Annex 19 and international best practice.
• Manage and maintain the SSP documentation, the National Aviation Safety Plan, and ICAO iSTARS gap analyses, ensuring accuracy, relevance and timely updates.
• Coordinate the Overseas Territory Safety Performance Council, ensuring effective engagement, agenda management and timely delivery of actions.
• Oversee and champion the development, integrity and operational use of the Centrik safety management system across ASSI, ensuring it remains an effective regulatory and safety management tool.
• Lead the collection, validation, analysis and interpretation of safety data to identify trends, emerging risks and opportunities for safety improvement.
• Manage and maintain robust business and safety risk processes, ensuring risk identification, recording, monitoring and escalation.
• Oversee and quality‑assure the processing of occurrence reports and related publications, ensuring timely action and regulatory compliance.
• Plan, manage and conduct dangerous goods oversight, approvals, exemptions and compliance monitoring for Anguilla, the British Virgin Islands, Montserrat and St Helena; act as subject matter expert for ICAO Annex 18.
• Maintain and update dangerous goods legislation, guidance and procedures, ensuring materials remain accurate, accessible and ICAO‑compliant.
• Lead and conduct abbreviated ramp inspections across the directly regulated UKOTs, ensuring findings are documented, communicated and closed out.
• Champion continuous improvement of guidance and procedures relating to ICAO Annexes 18 and 19.
• Coordinate, complete and maintain ICAO State Aviation Activity Questionnaires, Protocol Questions and Electronic Filing of Differences for Annex 18 and 19 elements.
• Oversee and maintain OTAR 13 and associated OTACs relating to reporting, ensuring regulatory coherence and clarity.
• Manage and enhance internal reporting processes relating to business and safety risks, ensuring governance visibility.
• Provide expert human performance advice to inform regulatory decisions, safety interventions and organisational risk assessment.
• Promote and champion a strong safety culture across ASSI and the UKOTs, embedding safety values and behaviours.
• Develop, enhance and govern whistleblowing and enforcement processes, ensuring confidentiality, fairness and regulatory integrity.
• Provide authoritative advice and interpretation on ICAO Annex 19 to internal and external stakeholders.
• Represent ASSI at ICAO NACC meetings and, where appropriate, deputise for the CEO.
• Lead and contribute to relevant internal and external meetings, ensuring ASSI interests are communicated and progressed.
• Exercise flexibility and sound judgement to undertake tasks beyond immediate technical specialism when required by ASSI management.
• Line‑manage the Systems Lead & Inspecting Officer, setting clear objectives and providing coaching and performance feedback.

About You

Essential Experience

• Proven track record in aviation safety, compliance, quality or regulatory environment.
• Leadership in safety management systems (SMS) or enterprise risk management processes.
• Delivery of inspections, audits or compliance monitoring activities.
• Hands‑on safety data collection, analysis and reporting.
• Operation of safety reporting systems and occurrence management processes.
• Building collaborative relationships with internal and external stakeholders.

Essential Knowledge

• ICAO Annex 19 and safety management principles.
• ICAO Annex 18 and the Dangerous Goods Technical Instructions.
• Aviation regulatory frameworks and oversight processes.
• Human performance principles in aviation safety.

Desirable Experience & Knowledge

• Centrik or comparable safety management systems.
• Power BI or similar data visualisation tools.
• Participation in occurrence investigation or root‑cause analysis.
• Design and delivery of training or safety promotion activities.
• Experience within small aviation authorities or remote regulatory environments.
• Experience in airside operational environments.
• Knowledge of UK Overseas Territories aviation regulatory structures.
• Awareness of ICAO State Safety Programme requirements.
• Understanding of whistleblowing and enforcement processes in regulatory environments.

Additional Information

For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.
