The Harris County Flood Control District’s (District’s) core mission is to mitigate the risk of flooding in Harris County, which has a population of over 5 million and includes the City of Houston, the fourth-largest city in the United States. The District’s responsibilities extend to approximately 1,500 channels spanning nearly 2,500 miles, over 60 regional stormwater detention basins covering more than 10,000 acres, and several wetlands mitigation banks.
What you will do at Harris County Flood Control District:
The District is seeking motivated individuals to serve as Safety Inspector III who will be responsible for independently conducting safety inspections and providing technical leadership, mentorship, and quality assurance. This role supports consistent implementation of the Harris County Worksite Safety Policy and applicable department-specific safety programs across County construction projects, maintenance activities, and facilities.
Essential Functions and Duties:
Field Inspection & Compliance
- Conducts routine, random, and scheduled inspections of County construction projects, maintenance activities, and facilities to identify hazards and verify compliance with established safety requirements.
- Use the Universal Site Inspection Checklist and established department procedures to evaluate worksite conditions.
- Verify basic compliance with County and Harris County Flood Control District (District) safety requirements, applicable Occupational Safety and Health Administration (OSHA) standards, contractual requirements, and established safe work practices.
- Observe work activities and identify readily recognizable hazards, unsafe conditions, and apparent safety violations.
- Review basic contractor safety documentation and records using established procedures.
- Immediately report serious hazards or potential imminent danger conditions to senior safety personnel, the Safety Compliance Manager, or the appropriate Project Manager.
Hazards & Corrective Actions
- Communicate identified safety deficiencies and required corrective actions to contractors and appropriate District or County personnel.
- Document non-compliant conditions using established forms and procedures.
- Verify completion of assigned corrective actions.
- Escalate unresolved, recurring, serious, or unfamiliar safety conditions to senior safety personnel or management.
- Assist with follow-up inspections.
Worker Complaints
- Receive worker safety complaints and record required information in the District or County's tracking system.
- Provide applicable case information and expected response timelines.
- Maintain worker confidentiality to the extent required by County/District policy.
- Assist senior safety personnel with complaint investigations and field verification.
Reporting & Documentation
- Photograph or video site conditions and identify safety deficiencies.
- Prepare accurate inspection reports using established County/District formats and procedures.
- Maintain inspection records, corrective-action documentation, photographs, and supporting information.
- Enter inspection and complaint information into applicable County tracking systems.
- Provide inspection information for departmental and County/District safety reporting.
Mentorship and Guidance
- Provide mentorship and technical guidance to Safety Inspector I and II staff to support professional development and ensure consistent application of safety standards.
- Assists with onboarding and orientation of newly hired safety personnel, including training on departmental procedures, policies, and inspection protocols.
- Models and reinforces the County’s safety values by promoting accountability, professional conduct, and proactive hazard identification.
- Ensures quality and consistency of inspection activities by reviewing documentation prepared by junior staff and providing corrective feedback as needed.
- Facilitates knowledge sharing through periodic briefings, training sessions, or field demonstrations to strengthen team competency and alignment with safety expectations.
Coordination & Program Support
- Coordinate routine inspection findings with Project Managers, contractors, inspectors, and safety personnel.
- Participate in safety meetings, training, and field briefings.
- Develop working knowledge of OSHA standards, County/District safety policies, contractual safety requirements, and department-specific procedures.
- Assist with safety outreach, training, and other program activities as assigned.
- Perform regulatory research and other safety-related duties under guidance.
Additional Duties
- Attend meetings, seminars, conferences, workshops, and other educational or training programs.
- Assist with District and department projects, as needed.
- Assume additional responsibilities as required, adapting to the District's evolving demands, responsibilities, needs, and objectives.

Examples of duties
Education:
- High school diploma or GED equivalency
Experience:
- Requires a minimum of six (6) years of progressively responsible experience in construction safety, construction inspection, occupational safety, environmental health and safety (EHS), heavy civil construction, public works, infrastructure, or a closely related field.
- At least three (3) years of the required experience must involve direct construction safety inspection, compliance, or contractor safety oversight.
- Requires extensive experience independently interpreting and applying OSHA construction standards, safety policies, contractual safety requirements, and established safety procedures.
- Requires demonstrated experience evaluating high-hazard construction activities, significant safety violations, recurring compliance issues, and conditions requiring immediate corrective action or management escalation.
- Requires experience conducting or supporting complex worker complaints, incident investigations, or compliance investigations.
- Requires experience providing technical guidance, mentoring, or training to safety inspectors, construction personnel, contractors, or other safety professionals.
- Requires documented advanced training in multiple high-hazard construction areas, including excavation/trenching, confined spaces, fall protection, cranes/rigging, electrical safety, traffic control, heavy equipment, or comparable hazards.
Licensure:
- Valid Class "C" Texas Driver’s License.
- OSHA 30-Hour Construction Safety certification.

Qualifications
Professional certification of at least one of the following is required within 12 months of hire:
- Prefer Construction Health and Safety Technician (CHST), Associate Safety Professional (ASP), Certified Safety Professional (CSP), or comparable nationally recognized safety credentials.
