The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation’s fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.

As a Safety Inspector, you will play a vital role in promoting and enforcing safe practices across a diverse range of construction and maintenance projects. Using our universal site inspection checklist and established procedures, you will help identify hazards, document deficiencies, communicate corrective actions, and verify compliance. Your work ensures that OSHA standards, County policies, construction safety requirements, and departmental protocols are consistently upheld in the field.
The Harris County Flood Control District’s (District’s) core mission is to mitigate the risk of flooding in Harris County, which has a population of over 5 million and includes the City of Houston, the fourth-largest city in the United States. The District’s responsibilities extend to approximately 1,500 channels spanning nearly 2,500 miles, over 60 regional stormwater detention basins covering more than 10,000 acres, and several wetlands mitigation banks.
Essential Functions and Duties:
Field Inspection & Compliance
- Conducts routine, random, and scheduled inspections of County construction projects, maintenance activities, and facilities to identify hazards and verify compliance with established safety requirements.
- Use the Universal Site Inspection Checklist and established department procedures to evaluate worksite conditions.
- Verify basic compliance with County safety requirements, applicable OSHA standards, contractual requirements, and established safe work practices.
- Observe work activities and identify readily recognizable hazards, unsafe conditions, and apparent safety violations.
- Review basic contractor safety documentation and records using established procedures.
- Immediately report serious hazards or potential imminent danger conditions to senior safety personnel, the Health and Safety Manager, or the appropriate Project Manager.
Hazards & Corrective Actions
- Communicate identified safety deficiencies and required corrective actions to contractors and appropriate County personnel.
- Document non-compliant conditions using established forms and procedures.
- Verify completion of assigned corrective actions.
- Escalate unresolved, recurring, serious, or unfamiliar safety conditions to senior safety personnel or management.
- Assist with follow-up inspections.
Worker Complaints
- Receive worker safety complaints and record required information in the County's tracking system.
- Provide applicable case information and expected response timelines.
- Maintain worker confidentiality to the extent required by County policy.
- Assist senior safety personnel with complaint investigations and field verification.
Reporting & Documentation
- Photograph or video site conditions and identify safety deficiencies.
- Prepare accurate inspection reports using established County formats and procedures.
- Maintain inspection records, corrective-action documentation, photographs, and supporting information.
- Enter inspection and complaint information into applicable County tracking systems.
- Provide inspection information for departmental and County safety reporting.
Coordination & Program Support
- Coordinate routine inspection findings with Project Managers, contractors, inspectors, and safety personnel.
- Participate in safety meetings, training, and field briefings.
- Develop working knowledge of OSHA standards, County safety policies, contractual safety requirements, and department-specific procedures.
- Assist with safety outreach, training, and other program activities as assigned.
- Perform regulatory research and other safety-related duties under guidance.
Additional Duties
- Assume additional responsibilities as required, adapting to the District's evolving demands, responsibilities, needs, and objectives.

Examples of duties
Education:
- Associate degree in Occupational Safety, Construction Management, Engineering Technology, or related field from an accredited institution.
Experience:
- Requires a minimum of two (2) years of construction safety or general safety experience, including field inspection, OSHA compliance monitoring, and incident investigation. An equivalent combination of technical training and directly related safety experience (minimum 3 years) may substitute for educational requirements.
- Requires experience related to the civil engineering or general industry field.
Licensure:
- Valid Class "C" Texas Driver’s License.
- OSHA 30-Hour Construction Safety certification.
Professional certification of at least one of the following is required within 12 months of hire:
- Construction Health and Safety Technician (CHST).
- Occupational Hygiene and Safety Technician (OHST).
- Associate Safety Professional (ASP)-Certified Safety and Health Official (CSHO).
- Board of Certified Safety Professionals (BCSP) certification.
Knowledge Skills, and Abilities:
- Self-starter with exceptional attention to detail, organizational, time management, and decision-making skills.
- Ability to learn newly implemented software with proficiency and adapt to procedure changes with ease.
- Ability to operate and/or utilize a variety of standard business and office machines and equipment.
