of Work

The CAP Safety Program Manager supports the Division of Engineering, Construction, and Maintenance by providing technical safety guidance, interpreting applicable codes and regulations, and ensuring consistent safety practices across Construction Apprenticeship Program project sites. The role operates in a field‑based environment, delivering required safety training, conducting on‑site inspections, and collaborating with CAP leadership and project personnel to maintain compliance with OSHA, state building codes, and related standards for construction operations.

Key Duties Include but are not limited to the following:

·Providing code and regulatory interpretation across OSHA, NEC, NFPA, N.C. State Building Code, and related safety standards
·Serving as a technical liaison with OSHA Technical Services, OSHA Consulting Services, OSHA Enforcement, OSHA Training and Education, and the State Construction Office as needed
·Conducting required safety training across multiple construction safety topics, including equipment operation, hazard assessments, fall protection, PPE, and confined space safety
·Delivering OSHA 10‑hour and 30‑hour Construction Industry Awareness Training and issuing Competent Person certifications
·Conducting monthly on‑site safety inspections for construction projects, the Logistics Yard, and the Fabrication Shop, and preparing written inspection reports
·Working with on‑site project personnel to identify safety deficiencies and support corrective actions
·Coordinating with CAP managers and the Director of Construction Operations to ensure safety program requirements are met across all CAP projects

About the Division of Engineering, Construction, and Maintenance (DECM)

Division of Engineering, Construction, and Maintenance (DECM) operates as the NCDAC Capital Project Coordinator (CPC) and is tasked with coordinating all capital improvement and renovation and repair projects with the State Construction Office (SCO) and serves as the DAC representative on all matters involving the State Property Office and State Building Commission. Our unified purpose is to provide architectural and engineering support, sustainability, efficiency, and resiliency planning, construction, and maintenance services to ensure all statewide Institutions and Facilities remain in compliance with building codes, regulations, and legislative mandates, while also promoting the agency’s rehabilitation and reentry goals through offender job training within the construction and maintenance trades, while assisting institutions directly and indirectly with the installation and maintenance of kitchen, plumbing, mechanical, electrical, and electronics equipment.

The Support Services Division oversees the operations and infrastructure that sustain facilities within the Department of Adult Correction. Responsibilities include facility maintenance, fleet and warehouse management, food services, construction and renovation projects, and energy efficiency. This division plays a vital role in supporting daily operations and long-term planning.
