Job Description
Overall governance
• Ensure understanding of safety and security operations policy, procedures, action plan, and contingency plan, to provide guidelines to junior members.
• Support periodic revision of policies, standards, guidelines, work processes and procedures that are relevant to safety, security, and emergency preparedness-related work, to ensure efficient operation and alignment with company’s policies & compliance with relevant governance.
Function-related accountabilities
1. Safety and security operations
• Develop work plan and schedule daily activities for the implementation of safety and security operations policy, procedures, action plan, and contingency plan to ensure alignment with function's strategy and objectives and compliance with relevant rules and regulations.
• Maintain and ensure the reliability of equipment and relevant utilities and power systems in worksites, in order to ensure employees' safety and security.
• Monitor operations of suppliers and contractors regarding safety and security, and construction operations, to ensure suppliers'/contractors' reliability and operations in compliance with safety and security operations policy and standards, and to ensure expected outcomes are successfully fulfilled.
• Supervise and perform activities in an incident investigation (complex cases) and ensure all incidents are reported according to standards and policy, as well as provide corrective actions to ensure effectiveness and alignment with standards.
• Perform site trend analysis and report the tracking of accidents, injuries, fire, property damage, and other safety-related incidents recorded to relevant parties, in order to develop practical prevention/mitigation plans.
• Supervise activities in issuing warnings and periodically revising assessments on overall security level and safety risks for each area (including bombing, terrorism likelihood/threats, demonstrations/riots, political tension/movements/uprising/unrest, coup/crackdown, natural disaster warnings, and crime rate), as well as disseminating assessment and warnings to relevant parties within the organization, in order to ensure awareness regarding safety and security in each site.
• Supervise activities in assessing and mitigating risks in both conventional and unconventional tasks that employees need to perform in worksites, in order to ensure employees' safety and security and to support smooth business operations.
• Perform activities regarding site traffic management planning and implementation, including the management of pedestrians and vehicles, the development of signs and instructions, etc. to ensure the safety of vehicles and pedestrians around site routes.
• Coordinate and communicate essential matters with other functions and external parties to ensure safety and security practices are being implemented efficiently and appropriately across, and to ensure all safety and security requirements are professionally fulfilled.
• Coordinate with local government agencies and governing bodies regarding serious threats and risks that WHA's employees are exposed to, to discuss, develop and implement preventive measures and mitigation.
• Ensure welfare facilities for employees are in good condition to ensure employees' safety and benefits.
2. Emergency preparedness & response implementation
• Develop work plan and schedule activities for the implementation of emergency preparedness and response according to standards and manual, including fire prevention and suppression in worksites, to ensure sufficient preparation to secure stakeholders' safety.
• Review reports from surveys, inspections, and assessments of risks/potential hazards of worksites to ensure all unusual objects/events are recorded for further investigation if needed
• Supervise activities in implementing fire drills and other emergency evacuation practices, in order to ensure all employees’ safety and security, prevent severe accidents and assets loss, as well as to ensure compliance with rules and regulations.
• Coordinate and communicate with relevant functions regarding vital matters of emergency preparedness and fire service, as well as outside parties such as private agencies and related government agencies to ensure emergency response in a timely manner.
