Summary:
Rules Instructor I is responsible for the delivery, implementation, and oversight of internal regulatory training programs to ensure full compliance with Federal Railroad Administration (FRA) requirements. Serving as a subject matter expert, this role works directly with the Senior Manager and Director of Internal Training to ensure the workforce maintains industry-leading proficiency in FRA rules, with a primary focus on 49 CFR Parts 214, 213, and 243. Rules Instructor I serves as a primary internal technical resource for railroad rules and safety compliance and provides essential support to Field Services teams by ensuring strict adherence to railroad safety standards, operating rules, and regulatory requirements.

Essential Duties & Responsibilities:
- Deliver and implement internal training programs focused on FRA compliance and railroad operating rules.
- Maintain accurate and comprehensive training records in strict accordance with 49 CFR Part 243 and other applicable regulatory requirements.
- Serve as the internal subject matter authority on:
- - 49 CFR Part 214 – Railroad Workplace Safety
- - 49 CFR Part 213 – Track Safety Standards
- - 49 CFR Part 243 – Training, Qualification, and Oversight
- Monitor workforce rule proficiency and identify compliance gaps; provide regular updates and critical feedback to leadership.
- Support Field Services teams by ensuring training content aligns with real world railroad operations and safety practices.
- Liaise with federal, state, and local agencies as required to ensure internal training programs meet evolving Federal Railroad Administration (FRA) requirements.
- Perform other duties as assigned to support business, safety, and regulatory needs.
Knowledge, Skills & Abilities:
- Advanced ability to interpret, apply, and translate complex FRA regulatory language into practical field-level instruction.
- Proven experience organizing resources to resolve compliance-related challenges and meet safety commitments.
- Demonstrated ability to manage the full scope of internal training programs, from curriculum delivery to recordkeeping and compliance oversight.
- Strong proficiency with electronic communications and standard office applications, including Microsoft Outlook, Word, Excel, and PowerPoint.
- Ability to communicate technical regulatory concepts clearly and effectively to adult learners.

Qualifications

Required Education and

Experience:
- Education: High School Diploma or equivalent.

Experience: 5–10 years of direct railroad experience, with a significant portion focused on FRA safety, rules compliance, and/or internal training.
- Technical Expertise: Advanced, demonstrable knowledge of 49 CFR Parts 213, 214, and 243.
- Licensing: Must possess a valid driver’s license.

Preferred Education and

Experience:
- 2–5 years of experience in an adult training instructor role.
- Proven ability to develop internal training materials, including technical presentations, workbooks, assessments, and competency evaluations.
- Strong leadership presence and credibility when working with field personnel and management. Excellent verbal and written communication skills, including professional interaction with regulators and railroad personnel.
- Demonstrated discretion in handling sensitive and confidential training and compliance information.
