General Description

Information Technology Services (ITS) in the Geographic Information System (GIS) Division is seeking a talented and motivated GIS Systems Analyst to join our team. As a GIS Systems Analyst, you will be responsible for assessing existing GIS systems, designing new solutions, and ensuring seamless integration and implementation of GIS solutions using ESRI's suite of software products. You will collaborate with cross-functional teams to create spatially enabled applications, conduct geospatial analysis, and enhance our geospatial data management systems. The ideal candidate will have a strong background in GIS technologies, software development, and a passion for leveraging spatial data to solve complex problems.

Job duties involve GIS mapping of Oil, Gas, Pipeline and Alternative Fuel locations; programming and enhance tools in ArcGIS Pro using the .NET framework; upgrade assistance on our GIS Enterprise server; Python automation and scripting for GIS Data manipulation or in support of workflows; creating and modifying ArcGIS Server web services, working with the ESRI JavaScript API, migrating data processes from Oracle to SQL Server, consuming other RESTful API's, creating and using JavaScript to build or update apps, and using the ArcGIS REST APIs.

The candidate will also ensure compliance with applicable policies, administrative codes, and statutes; update a permit database; and independently prioritize their assignments. They will perform highly complex (senior-level) geographic information system work. Work involves coordinating the input and manipulation of geographic information to create, maintain, display, update, and produce accurate maps and other data representations.

Work is performed under limited supervision from the GIS Manager & Data Reporting/Data Science Manager, with direction from the GIS Technical Lead, and with considerable latitude for initiative and independent judgment.

Essential Job Duties

  • Performs highly complex (senior-level) computer systems analysis work. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

    Employees at this level may:

    • Coordinate with users to identify system requirements, develop functional design specifications to meet requirements, and solve complex operational problems.
    • Coordinate, plan, and schedule the installation of or training for new or revised systems and define business process requirements.
    • Prepare and define the system's goals, and devise flowcharts and diagrams describing the logical operational steps of programs.
  • Performs Geodatabase Systems Analysis Design, develop, and maintain GIS geodatabase using ESRI ArcGIS software suite (ArcGIS

    Pro, ArcGIS Online, ArcGIS Enterprise, and database management systems (Oracle Spatial, Azure SQL Server). This includes ensuring

    data integrity, security, and quality standards are upheld.

  • Perform Spatial Analysis Spatial analysis to include data modeling and querying to support project objectives.
  • Automation and Scripting Automate data movement workflows using the latest Python 3.x scripting.
  • Use or create API's With a Service Oriented Architecture (SOA), automate real-time data interfacing by consuming RESTful MuleSoft API's as well as exposing GIS Web Services via the ArcGIS REST API for consumption by other applications, including Salesforce.
  • Database: Work with your knowledge of Oracle Databases or Microsoft SQL to store Spatial data, and craft queries to update or retrieve data, including Spatial data, in these databases. Develop geospatial databases to ensure data integrity, performance, security, and scalability.
  • Geospatial Analysis Creates and modifies maps, graphs, or diagrams using Geographic Information System (GIS) and related equipment. Performs complex geospatial analysis using ESRI tools and techniques to support business decisions and provide valuable insights to stakeholders.
  • Spatial Data Integrations Digitizes and maintains spatial databases of relevant information; documents procedures (SOPs); supports documentation of interfaces (Interface Control Documents-ICDs); validates data for accuracy; completes approved metadata forms; and produces maps of the resulting information. Integrate spatial data from various sources and formats, including shapefiles, remote sensing, equipment data results, GPS data, and other external datasets.
  • GIS Data formats Expand your existing knowledge of GIS data formats, including GeoJSON, personal GeoDatabases, Shapefiles, KML, GeoTIFF, and other Open Standards for storing GIS Data.
  • GIS Technical Support: Provides administrative and technical assistance related to permitting for the public, agency staff, and government and elected officials; answers questions and explains permit regulations; and provides information regarding permit processing, policies, and procedures.
  • May work as a lead worker, providing consulting on GIS functions and direction to others.
  • Performs related work as assigned.

Qualifications

Minimum Qualifications

  • Bachelor's degree in computer science, computer information systems, geography, geographic information systems technology, Geomatics, management information systems, or a related field.
  • 5+ years' experience using Environmental Systems Research Institute (ESRI) GIS products, including ArcGIS Pro, ArcGIS Online, ArcGIS, and Enterprise.
  • 5+ years' experience in systems analysis, design, and implementation with expert knowledge of geodatabase management, software development, and integration.
  • 3+ years' experience in geospatial databases (e.g., Oracle Spatial, SQL Server)
  • 3+ years' experience with cloud-based GIS platforms (e.g., AWS, Azure) and serverless computing.
  • 3+ years' experience with standard SQL, PL/SQL, Oracle SQL, or T-SQL, and/or Python 3.x
  • Valid Texas Driver's License and good driving record
  • Education and experience may be substituted for one another on a year-for-year basis.

Preferred Qualifications

  • Bachelor's or Master's degree in geography or geographic information systems technology.
  • ESRI Technical Certification (e.g., ESRI ArcGIS Desktop Entry, ESRI ArcGIS Developer Associate).
  • 3+ years' experience with cloud data warehouse (e.g. Snowflake, Azure SQL Database)
  • Knowledge of GIS-based analytics and machine learning techniques.
  • Excellent problem-solving skills and attention to detail, as well as strong communication and collaboration abilities.
  • Experience in oil, gas, or pipeline regulatory functions.
  • Experience working with the ArcGIS Pro, Field Maps, and Survey 123.
  • Experience working with Salesforce, Snowflake, and Power BI is preferred.
  • Knowledge of the Railroad Commission's rules, policies, and procedures.

Miscellaneous Requirements:

Ability to work Monday-Friday, 8 AM – 5 PM with occasional flexible hours, weekends.
Position requires occasional overnight travel.

Work Environment:

Primarily work indoors in an office setting with heating and cooling regulated in a general office environment; noise levels in each work environment range from low to moderate.

Physical Requirements:

The physical requirements described here are representative of those required of an employee to successfully perform the essential functions of this job. Ability to reach high and low; open, close, and retrieve files from file cabinets as well as operate the computer keyboard and appropriate office equipment. Must be able to lift, push, pull, and/or carry. The employee is occasionally required to climb or balance, and to stoop, kneel, crouch, or crawl in cramped quarters. Work Hours Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternative schedules for employees, provided they do not adversely affect operations or service levels and standard hours of operation are maintained. The Commission may also offer telework in accordance with the agency's approved Telework Plan. Alternate work schedules may be discussed with the hiring manager during the interview process.
